This is all well and good, but the big question remains: what is NASA trying to accomplish with PROMISE beyond getting a "win"? What is it trying to accomplish, and is it worth drawing down limited stockpiles of Pu-238 and using our spare RTG to do so?

This fist-sized rock on the surface of Mars has been cracked open by the weight of the Curiosity rover driving over it, revealing a yellowish interior of crystalline sulfur. The rock is part of a deposit of native sulfur, which has been preserved for three billion years. It is interpreted to have been formed by the eruption and solidification of a subsurface sulfur-rich vapor.

That's $2.1B (minimum) for Jared's hobby rocket. That does not include Skyfall, which nobody wanted, has no point, and will eat the Mars Exploration Program. Isaacman was obsessed with NEP in Project Athena, written before becoming NASA administrator. This is nobody else's project or priority.

If these changes go through, it will be impossible to do effective science in the United States. Logistically, labs will not be able to function under these constraints. Team science—vital to almost every discipline—will be impossible under the rules around international collaboration.

NASA’s Perseverance rover recently took a self-portrait against a sweeping backdrop of ancient Martian terrain at a location the science team calls “Lac de Charmes.” Assembled from 61 individual images, the selfie shows Perseverance training its mast on a rocky outcrop in the foreground after creating a circular abrasion patch, with the western rim of Jezero Crater stretching into the background. During abrading, the rover grinds down a portion of the rock’s surface, allowing the science team to analyze what’s inside. The selfie was captured on March 11, the 1,797th Martian day (or sol) of the mission, during the rover’s deepest push west beyond the crater.

None of Orientale's rings are the initial crater itself, which would fall somewhere between the two innermost rings. The initial transient crater formed by the impact would have been obliterated by subsequent deformation, which would have included extensive rebounding of material inside the crater.
