One important policy lesson from this story is how Facebook committed blatant tax fraud in 2013 (Zuckerberg's stock options as R&D) and still hasn't been forced to pay it and thus learned that tax fraud is an acceptable business practice and so is doing it again.

If 60% of the voters approve, the Florida Constitution would be amended to increase the homestead exemption for non-
school district property taxes from $50,000 to $125,000 in 2027 and to $250,000 in 2028. It would also lower the annual
assessment increase limitation for non-homestead properties from 10% to 5%.
What Prompted the Proposal?
The amount homeowners pay in property taxes has increased over the past few decades, accelerating in the past ten
years, largely due to rising property values. Some homeowners struggle to afford these taxes, and existing exemptions and
assessment limits (Save Our Homes) have shifted the burden to renters and new buyers. Statewide, property taxes rose
108% between 2014 and 2024, while population and inflation increased by only 54.9%. In some cities, property taxes have
risen as much as 200% during that period.1
What are Points for Consideration if Passed?
Anticipated Impact on Local Governments
The reverse side of a lower tax burden on homestead property owners is reduced revenues for taxing authorities. County
and municipal governments rely on property taxes in varying proportions. Some government services are required by law,
so revenue available for other services will necessarily decrease. Governments would then have to shift the tax burden,
reduce services, and find ways to economize.
Potential Causes of Increased Property Tax Levies
Relatedly, local government spending has increased due to factors not directly related to property tax revenues. Without
addressing those causes, the proposed amendment may induce local governments to make up a revenue shortfall through
other measures, such as special assessments or increased rates on non-homestead property and tangible property. It is
