That's the plan, and to the extent the Trump admin even wanted to help (they don't), they illegally dismantled the mechanisms for it, like USAID. It would've served our strategic interests greatly for millions of Iranians to see boxes and crates of vital supplies with U.S. flags on them. Oh well.
