Really heartening news. A full vote of the entire 9th circuit vacates the opinion reversing Immergut in Portland case.The entire court will now hear it. Immergut opinion is quite important b/c it applies deference but still finds can’t let Trump have his way when that is “untethered to the facts.“

The IRS is laying off people during the shutdown, even though it was rehiring staff it previously fired because it was so shorthanded. This one stands out because firing IRS employees costs the government money, since they bring in about $6-8 for every dollar spent on tax enforcement
