For those that don't know, NIH grants require budgets on submission and active tracking so this is just extra work. This is a huge headache and I don't know how it will work it (ie do we have to submit diff requests for diff categories). I have to submit a request today anyways so we shall see.

The fiscal year is over. The dying Social, Behavioral, and Economic division of NSF ended up awarding 90 total grants this year, as opposed to ~700-800 in recent past years. Source: grantwitness.org/nsf/analyses...
The graph shows the cumulative number of awards made by month across this fiscal year, as compared to the last 6 fiscal years. The line for this year is total flat until June, but then finally gets up to 91 by October. In prior years the increase starts building earlier and ends on average in the 700-800 range (with variability, last year was only between 400-500).

But collectively, the narrow focus on grants to universities is misguided, especially when one accounts for the balance of where the money actually goes (source: NCSES). A plurality of federal R&D funding goes to businesses, followed by internal R&D expenditure, followed by higher education.

And mostly, it’s worked out for the best. Even if we just assess for dollar value, a 2025 analysis found that for every $1 invested in the U, the state reaped $16.75. In other words, every Minnesotan benefits from our robust systems of public higher education.
It’s been striking to me that while conversation about the budget inside the U has been substantial, I haven’t yet seen Minnesotan politicians addressing these potential cuts as a crisis. Part of that is because public universities like the U have made a trade-off, growing increasingly corporate and independent (despite publicly appointed regents) as public funding has collapsed. As a share of the budget, state funding has plummeted over the decades, falling to about 15%, compared to 39% in 1997. If that’s what you want, then fine. But did we ever have a public debate about whether that’s what Minnesotans actually want?
If you don’t want to more significantly fund the university, which bits are you eager to cut away? If it’s instruction and student services, here’s what happens.

"In this administration, we are ending prolonged federal oversight of these school districts because the effort does not reflect the reality of those classrooms today," said Assistant Attorney General Harmeet K. Dhillon of the Justice Department's Civil Rights Division. "In some cases, school districts have been under federal control for more than 60 years. Now these local school districts can redirect taxpayer dollars back to benefitting students, instead of funding onerous and outdated consent decrees."

The person who thinks that he has the ability to decide which science to fund out of hundreds of subfields is exactly the person who should not make that decision. There is a reason that expert committees of scientists review and give recommendations for funding. No one person can know all of it.

After last year's collapse of NIH funding rates I thought things couldn't get any worse. Shifting to multi-year awards could mean that fewer funds would be needed to pay already active grants in 2026. I was wrong. With less than a month left in the fiscal year we are on pace for a new all time low.

The main reason that states like California and Massachusetts receive more funding than other states is that they submit more applications (research capacity), not differences in success rates per application (fairness in peer review or funding decisions).

Second request:  Perform and publicly share a similar analysis for R01s or RPGs to see if the same factors apply (and I strongly believe they will). Also, perform a content analysis to demonstrate whether or not applications from different states cover substantially different subjects or approaches.

Scoop: For nearly a year, NSF has struggled to make new grants. Now we know that it will not catch up. In fact, NSF will award just 6,100 new grants—a 30% y/o/y decline, itself down from a previous avg. of 11,000+. In fact, the last time NSF awarded so few grants was in the early '80s.
