4/ To achieve this, the UK government should enable the NWF to raise its own finance and invest long-term, just like other successful public banks worldwide. This independence would dramatically increase investment and combine fiscal credibility with greater economic ambition.

2/ Right now the NWF can only invest up to £5.5bn a year. But has the potential to unlock tens of billions for the just transition. In 2025 alone, Germany’s public bank invested £53.5 billion. Britain is trying to finance a just transition with a fraction of the firepower needed.
