Russia is doing this to reduce aid to Ukraine. If Russian attacks caused us to increase aid to Ukraine, they would stop. Our refusal to increase support to Ukraine is an escalation, it is begging Russia to continue and to escalate.

In Russia the price of wheat used for feed production dropped to 5-6 000 rubles per ton without VAT which is the level it was at in 2018. The share of such grain in the total produced is 45-55% and over the last 2 years sowing areas have decreased by 1,8 million hectares.
