We want students interested in American politics who will write a dissertation that can be chaired by myself, Rachel Blum or Chuck Finocchiaro. 133 3

Scott Meinke @srmeinke.bsky.social · 23/07/2026Yes, similar, but earlier in the process. The self-executing rule (which is more common) adds/substitutes provisions automatically when the rule is agreed to, so they become part of the measure that is then considered on the floor. 110 1
Scott Meinke @srmeinke.bsky.social · 23/07/2026The House has done this several times this year. It's not unprecedented, but it is an indicator of the leadership trying to find ways around problems with coalitions on the floor. 171 7
Scott Meinke @srmeinke.bsky.social · 23/07/2026It's the bifurcated rule, which allows two different coalitions to pass two different things and send them to the Senate together. Here, it's a way to meet member demands about the SAVE Act without voting on bills with it attached. They did the same thing on the State Dept approps bill last week. 183 8
Scott Meinke @srmeinke.bsky.social · 23/07/2026The House passed the defense authorization bill (NDAA) today, and the version going to the Senate has the SAVE Act attached. But the House did not vote directly on the NDAA with the SAVE Act. Instead, the rule automatically added the SAVE Act, as it passed in the spring, after NDAA passed . . . 2176 17
