I’ve seen no evidence that’s true. If he did, we likely would have nuked Iran.
There’s a lot of misunderstanding of how the ‘codes’ work in reporting surrounding this - POTUS’ voice and the card he keeps in his pocket is all he needs to authenticate a strike.
And he has near unilateral authority
