2/ When I looked at the PDF metadata, the author was Aaron Szabo – now the head of the EPA office doing the methane rule rewrite. At the time he was a lobbyist for an AXPC member company. The AXPC is a major oil industry group that strongly opposed the methane rules.

Energy Transfer made major changes to its air permit after the first public meeting in 2023 + environmental lawyers had concerns. @envirointegrity.bsky.social + Lone Star Legal Aid told the TCEQ its own rules call for notifying residents + reopening the comment period. But that never happened.
Text from a comment letter that reads: Energy Transfer also changed its data set for calculating the annual PM2.5 background concentrations. In its new AQA, Energy Transfer used data from 2021–2023 instead of the data from 2020–2022 used initially and excluded data from what it deemed “unusual or natural events” of high PM2.5, such as from fires or dust episodes. This change decreases the ambient background PM2.5 concentration used to justify the SIL selection and would decrease the added PM2.5 concentrations in a cumulative NAAQS analysis (which was performed in the last AQA but not this one) from 8.8 μg/m3 to 8.5 μg/m 3.16 Energy Transfer also significantly changed its construction plans following the lowered NAAQS, agreeing not to construct the KCOT unit covered in the Draft Permit. The KCOT unit would have been the largest single source of annual PM2.5 at the plant, and Energy Transfer claimed it could use recycled plastics as a feedstock. However, the remaining proposed steam cracking units will only use traditional hydrocarbon feedstocks, such as ethane. This change requires revising the Draft Permit to remove that emission source. TCEQ’s regulations require new notice and comment for these changes. Under TCEQ’s application review rule, 30 TAC § 116.114, an application is either complete or deficient, and the executive director must conduct a technical review and submit a notice of the preliminary decision (“NAPD”) on the application within a set period from receipt of a “completed permit application” or “completed permit amendment.” The applicant must then publish the NAPD with
information about how members of the public may access “a complete application and the executive director’s draft permit and preliminary decision.” These rules indicate that each time an application becomes “complete,” technical review follows and new notice is required.

The Texas Commission on Environmental Quality is accepting comments until at least Feb. 11 on a draft air permit proposed for a new chemical recycling plant at Eastman Chemical's petrochemical complex in Longview. The plant would use a process called methanolysis to break down polyesters into their molecular building blocks and produce "recycled" PET plastics.

The HON rule would have cut emissions of ethylene oxide by *80 percent* through air monitoring and stronger pollution controls. People living closest to these plants have some of the highest cancer risks from air toxics in the country, according to the most recent EPA data.
