Public meeting planned Oct. 29 on draft air permit for oil terminal off Southwest LA coast
The Environmental Protection Agency is accepting comments until Oct. 29 on draft air construction and operating permits for the Blue Marlin Offshore Port. This deepwater port would be located about 100 miles off the coast of Cameron Parish, Louisiana, and would be able to export up to 1.9 million barrels of oil every day. Oil for export would be transported out of the Nederland Terminal in Jefferson County, Texas, along the existing Stingray Pipeline, which would be converted to handle crude oil. The EPA will hold a public hearing at 6 p.m. Oct. 29 at the Cameron Parish Police Jury West Annex, 148 Smith Circle, in Cameron, Louisiana.

The Ohio Environmental Protection Agency is accepting comments until Oct. 24 on a draft air construction permit for a gas-fired power plant named “Socrates the Younger Generating Station” in Licking County. The plant would be able to generate up to 350 megawatts of electricity for co-located data centers and could emit over 1.8 million tons of greenhouse gases and nearly 700 tons of health-harming criteria air pollutants every year. The area is already home to more than 40 data centers.

Trump Administration weakens fuel efficiency standards for new cars and trucksThe new rules released Sept. 28 require car and truck manufacturers to make their fleets 1% more efficient each year, targeting 34.9 miles to the gallon by 2031. The Biden Administration in 2024 had required fleets to be 2% more efficient each year, aiming for 50.4 miles to the gallon by 2031. The Trump Administration made this change with U.S. gasoline prices averaging $4.41  per gallon this week, up from $3.16 a year ago, according to AAA data. Average diesel prices hit a record high of $6.53 on Sept. 22.

The West Virginia Department of Environmental Protection is accepting comments until Oct. 30 on a draft air permit proposed for the Monarch Compute Campus Power Plant in Mason County. This new gas-fired power plant could generate up to 2,160 megawatts  of electricity, which would be used to power co-located data centers. The facility could emit over 11 million tons of greenhouse gases and over 2,300 tons of health-harming criteria air pollutants every year. The agency will hold two public meetings:
6 p.m. Oct.  20 at the Point Pleasant High School Auditorium, 280 Scenic Drive, Point Pleasant, WV 25550.

Company plans 300-mile pipeline in Louisiana to supply LNG terminal expansionVenture Global is seeking a permit from the U.S. Army Corps of Engineers to impact 1,423 acres of wetlands along a 294-mile natural gas pipeline route for the proposed Cloud Connector Pipeline. The pipeline could transport up to 4.5 billion cubic feet per day from St. Landry Parish, northwest of Baton Rouge, to Venture Global’s Plaquemines LNG terminal in Plaquemines Parish. The Corps is allowing the permit to proceed under President Donald Trump’s energy “emergency” order. The agency is offering the public only nine business days to weigh in, with comments on the draft permit due Oct. 8.

Port Arthur LNG will hold a public meeting to receive feedback on the proposed Port Arthur North Project, which would nearly double the capacity of the Port Arthur LNG export terminal. The terminal is currently under construction at the southwestern edge of Sabine Lake near the Texas-Louisiana state line. The meeting is scheduled for 6 - 7:30 p.m. on Oct. 15 at the Sabine Pass Community Center, 5262 S Gulfway Dr., Sabine Pass, Texas.

Meeting planned Oct. 6 on 140-mile natural gas pipeline in southern ArizonaGrupo Clisa, a Mexican business group whose projects include a 50-percent stake in the Nueva Era pipeline from Texas to Monterrey, Mexico, is preparing to seek an authorization from the Federal Energy Regulatory Commission for a new pipeline that would deliver gas to the Yuma area and northwestern Mexico, according to a recent filing. Construction of the pipeline and associated facilities would temporarily impact 2,557 acres of land, with permanent impacts to 827 acres. The route runs next to and crosses the Gila River, a rare water source in the arid Southwest that is known for its wildlife habitat.

The Texas Commission on Environmental Quality is accepting comments until at least Oct. 19 on a draft air construction permit for Voltagrid's ABI-1 Electric Generating Station which would be located in Shackleford County. This facility could generate up to 2,582 megawatts of electricity for use by a nearby data center owned and operated by Vantage Data Centers. The plant could emit over 10 million tons of greenhouse gases and over 2,500 tons of health-harming criteria air pollutants each year.

The South Carolina Department of Environmental Services is accepting comments until Oct. 27 on a draft air construction permit for the Canadys Power Station in Colleton County. This new gas-fired power plant would be able to generate up to 2,200 megawatts of electricity. It could emit over 7.8 million tons of greenhouse gases and over 5,200 tons of health-harming criteria air pollutants every year. About half of the people living within a 3-mile radius of the facility are low-income. The agency will hold a public meeting on the draft permit at 6 p.m. on Oct. 20 at the Walterboro Wildlife Center, 100 S. Jeffries Blvd., Walterboro, SC 29488.

Colorado adopts groundbreaking rules on methane pollution from oil & gasOn Sept. 18, Colorado became the first state to fully adopt more stringent standards meant to reduce climate-warming methane pollution from existing oil and gas sources. The state’s Air Quality Control Commission voted unanimously to approve rules that go beyond minimum standards the EPA set for oil and gas methane pollution in 2024. The Trump Administration has not yet rolled back the Biden-era standards entirely but has moved to delay and weaken them.

The Federal Energy Regulatory Commission (FERC) is accepting comments until Nov. 9 on a draft environmental impact statement for a proposed expansion of Corpus Christi LNG, including the Stage IV Project and an associated pipeline expansion. The Stage IV Project would entail building four additional LNG units capable of processing up to 24 million metric tons of LNG per year. The developer also plans to build a new 26-mile pipeline, which could transport over 2.7 billion cubic feet of natural gas per day. FERC will hold a public meeting on the draft environmental impact statement at 5 p.m. Central on Oct. 6 at the Portland Community Center, 2000 Billy G. Webb Dr., Portland, TX 78374.

Trump Administration pushes to undermine fuel efficiency rules for heavy trucksIn a new “interpretive rule” announced late last month, the Trump Administration claimed the Energy Independence and Security Act of 2007 only allows the National Highway Traffic Safety Administration, an agency within the Transportation Department, to regulate the fuel efficiency of entire vehicles. The new interpretation claims the agency has no authority to regulate “standalone engines or vehicle subcomponents.” The interpretation applies to heavy duty vehicles, such as 18-wheelers and dump trucks.

The Ohio Environmental Protection Agency is accepting comments until Sept. 30 on a proposed pollution control plan for Alterra Energy's chemical recycling plant in Summit County. The pollution control plan would require Alterra to install an enclosed vapor combustion unit to control the facility's emissions of volatile organic compounds (VOCs), which are a precursor to ozone, as the facility is located in a county that has historically been in violation of air quality standards for ozone. The Ohio EPA is holding a public meeting at 6 p.m. on Sept. 30 at the Akron-Summit County Public Library, 60 S. High St., Akron, Ohio 44326.The plant processes plastic waste using pyrolysis, where plastics are melted, vaporized, and turned into a synthetic oil that is used as a raw ingredient to create brand new plastics, waxes, and other petrochemical products. The facility received a $1.6 million state loan and support from Akron in form of various discounts, including a $1 per year lease in return for a percentage of project’s cash flow.

North Carolina regulators cite Trump pledge in rejection of gas plant for data centerDuke Energy had sought a permit for the 250-megawatt facility to primarily serve a $10 billion, 21-building Amazon data center near Charlotte, according to Politico. The North Carolina Utilities Commission, which includes three Republicans and two Democrats, referenced a voluntary agreement the Trump Administration negotiated with AI companies to bear the cost of their facilities’ immense electricity needs.

Final permit issued for 103-mile natural gas pipeline across central MS 

On Sept. 10, the Federal Energy Regulatory Commission issued a final permit for the Kosciusko Junction Pipeline Project in central Mississippi. The project would involve building approximately 103 miles of pipeline from Attala County to Clark County, 8 miles of new pipeline in Humphreys County and Sunflower County, and two new compressor stations. In total, this project would impact more than 370 acres of wetlands and would cross 751 waterbodies. If completed, the pipeline could transport between 1.175 to 1.58 billion cubic feet of natural gas per day.

Company plans to nearly double capacity at Commonwealth LNG terminal in Southwest LA 

On Sept. 15, Caturus announced plans for an expansion project at the Commonwealth LNG Terminal currently under construction in Cameron Parish, Louisiana. The proposed expansion project would entail building five liquefaction units that could process up to 7.75 million metric tons of LNG per year, which would bring the facility's total planned processing capacity to 17.25 million metric tons of LNG per year. The developer expects the expansion project to begin operating in the early 2030s.

Report: U.S. data centers could use more gas than Germany and Japan combined A new report by BloombergNEF states that data centers being built to run AI could consume about 18 billion cubic feet per day, nearly double the organization’s previous prediction nine months ago. The projection includes 2.9 billion to 3.4 billion cubic feet of gas per day for new natural gas plants built to power data centers directly, bypassing the power grid. It also includes an additional 15 billion cubic feet per day of gas consumption needed by the power sector for grid-connected data centers, according to TechCrunch’s coverage of the report.

The Louisiana Department of Conservation and Energy will accept comments until Oct. 9 on draft permits proposed for four carbon storage wells at the River Parish Sequestration Hub in Assumption and Iberville parishes. Each well would have the capacity to store up to 2 million metric tons of carbon dioxide per year and would operate for 20 to 30 years. The sequestration site is expected to have seven wells total, one of which was already approved earlier this year, with a total capacity to store 380 million metric tons of carbon dioxide over the project's lifetime. The agency will also hold two public meetings on the draft permits:  

- 6 p.m. Oct. 7 at the Assumption Parish Administration Building, 4813 Highway 1, Napoleonville, LA 70390.  

- 6 p.m. Oct. 8 at the Iberville Parish Courthouse, 58050 Meriam Street, Plaquemine, LA 70764.

Chevron CEO warns of high fuel prices after months of war with Iran At an energy conference in Austin, Texas, on Friday, Chevron CEO Mike Wirth warned that a fuel crisis staved off by drawing down global oil reserves has finally arrived. Wirth discussed the drawdown of both commercial reserves and national strategic reserves since the U.S.’s war with Iran began in late February, according to the Wall Street Journal. Global oil supplies have also further tightened after Iranian attacks shut down a Saudi Arabian pipeline to route oil around the contested Strait of Hormuz. “All these mechanisms helped to mitigate the price and supply risk,” Wirth said. “Those have largely now played out, and we don’t have nearly the buffers in the system that we did when it began.”

Texas oil & gas official curses at commenter, clashes with legislators During a Sept. 15 public comment period at Texas Railroad Commission meeting on a new policy limiting public comment at the commission’s regular meetings, Commissioner Wayne Christian told the group’s director, Virginia Palacios, “you can’t come here today and do anything but b---- some more.” A Texas House committee chair later criticized Christian for not showing up to a legislative hearing that day.

On Sept. 1, the Federal Energy Regulatory Commission received a pre-filing application for the Silver Spur Project. The proposed project would consist of the construction of an 88-mile pipeline from Twin Falls County, Idaho to Elko County, Nevada, along with expansion modifications at three existing compressor stations. Silver Spur is the first phase of the Rockies Columbia Connector concept planned by pipeline company Williams and is one of the Pacific Northwest’s first major pipeline expansions in more than 20 years.

The Arkansas Department of Environmental Quality is accepting comments until Oct. 6 on a draft air permit for the Entergy Arkansas White Bluff Plant in Jefferson County, Arkansas. Entergy is proposing to build a new 766-megawatt gas power plant - the Jefferson Power Station - at the existing coal-fired White Bluff power station. The gas power plant could emit approximately 2.5 million tons of greenhouse gases and 2,000 tons of health-harming criteria air pollutants every year.

Shell to pay $15 million to settle Southwest Pennsylvania air quality violations International oil major Shell will pay millions to settle accusations of air quality violations over three years at a large chemical facility in Beaver County, northwest of Pittsburgh. The Pennsylvania Department of Environmental Protection on Sept. 4 announced the $15 million settlement with Shell to resolve allegations of air quality violations from 2023 to August 2026.

The Federal Energy Regulatory Commission is accepting comments until Oct. 5 on the potential environmental impacts of the proposed Green Chile Project. The project would consist of a 17-mile pipeline, along with a meter and receipt station, in southern New Mexico. Together, these facilities would be capable of transporting up to 400 million cubic feet of natural gas per day for power generation at Project Jupiter, a 4,000-megawatt gas power plant that would support the Stargate data center project for Open AI and Oracle.

Report: Texas cities have not benefited from petrochemical buildout Texas cities that host petrochemical plants on average have lower income, slower population growth, less job growth, higher poverty, and higher unemployment than the statewide average, according to a study by the Institute for Energy Economics and Financial Analysis. “We observe no data supporting claims made by developers that these communities are better off economically because they hosted the petrochemical capacity expansion that has occurred since the shale revolution,” the report states.

The Texas Commission on Environmental Quality is accepting public comments until at least Sept. 25 on a draft air construction permit for the North Royal Energy Center in Lamar County. This new gas-fired power plant would be able to generate up to 482 megawatts of electricity. It could emit over 1 million tons of greenhouse gases and over 900 tons of health-harming criteria air pollutants every year.

A Wisconsin Public Radio analysis found that a leak of natural gas liquids from Enbridge’s controversial Line 5 is the largest such incident in 50 years. On Aug. 25, the pipeline leaked over a million gallons of mainly propane and butane, both types of natural gas liquids, in Iron County. A subcontractor’s unoccupied truck rolled in the pipeline near the town of Saxon, causing a rupture that led an estimated 1.3 million gallons of natural gas liquids to vaporize into the atmosphere.

The Federal Energy Regulatory Commission is accepting comments until Sept. 24 on the potential environmental impacts of the proposed Franklin Farms Project, which would include the construction of the 13.2-mile Franklin Farms Lateral and the 1.7-mile Franklin Farms Trio Farm Lateral, as well as seven new meter stations, all located in Richland Parish, Louisiana. The project would be capable of transporting up to one billion cubic feet of natural gas per day to the Richland Parish Power Stations which would power Meta's Hyperion Data Center.

Court strikes down NY law to require companies to pay for climate pollution A federal judge ruled Monday that New York cannot enforce a law that sought to force fossil fuel companies to pay for damage caused by climate change. The ruling came in response to a lawsuit challenging the state's Climate Act filed by a coalition of companies and states led by West Virginia. Brenda Sannes, chief judge of the U.S. district court for the northern district of New York, struck down the 2024 law requiring companies to pay $75 billion over 25 years.

If approved, the new generators at the power plant could add up to 1,310 megawatts of power, along with over 4.7 million tons of greenhouse gases.

Chevron has operated in Venezuela since 1923 and is the oil U.S. oil company with a major presence there, according to the Associated Press. The company plans to spend more than $7 billion over the next five years and ramp up production to about 600,000 barrels per day.

The Federal Energy Regulatory Commission is accepting comments until Sept. 24 on the potential environmental impacts of the Texas Gateway Project, a 154-mile pipeline traveling along the Texas-Louisiana border. The project would also involve modifications to existing compressor stations and a new compressor station in Cleveland, Texas. The project could impact over 200 acres of wetlands and would include more than 800 waterbody crossings. The pipeline would be capable of transporting up to 1.8 billion cubic feet of natural gas per day to support LNG exporters, electric utilities, and industrial customers.

The Federal Energy Regulatory Commission is accepting written comments until Sept. 11 during an extended comment period on a proposed expansion at NextDecade's Rio Grande LNG Terminal in Brownsville, Texas. The expansion would include building an additional liquefaction train and new marine jetty, increasing the facility's LNG production capacity by approximately 6 million metric tons per year. Diesel prices rise 50% since start of Iran war The average price of diesel in the U.S. reached $5.69 on Wednesday, the highest since the war with Iran began in February. The average diesel price has risen 51 percent from $3.76 as of Feb. 28, according to an NBC News report citing AAA data. Global diesel refining capacity is down because of airstrikes on facilities in the Middle East and Ukraine’s attacks on refineries in Russia, the world’s second-largest diesel exporter after the U.S.

Study examines fossil fuel companies’ role in Western water loss About half of the loss of average annual snowpack in the American West is attributable to 122 fossil fuel companies and cement producers, according to a new study. In a paper in Nature’s Communications Earth and Environment journal, the study’s authors wrote that climate change has reduced critical annual snowfall by about a third and decreased the region’s streamflow by about 13 percent, according to an article on the study in Inside Climate News.

AI boom makes U.S. top builder of new gas-fired power plants According to an analysis by Global Energy Monitor, the U.S. has 189 gigawatts of gas-fired either proposed or under construction to provide power directly to data centers for the artificial intelligence industry. Counting all proposed or under-construction gas power plants, the U.S. has 378 gigawatts of capacity in the lineup. China, the country with the second-most gas-fired capacity in the pipeline, has 132 gigawatts of capacity announced, awaiting construction, or under construction.

U.S. leaves oil imports out of tariff hike on Canada When the White House imposed a 50 percent tariff on a range of Canadian products last week, it left out one of the country’s largest exports to the U.S.: crude oil. The U.S. buys the vast majority of Canadian oil exports – 90 percent in 2025, according to Yahoo Finance. The U.S. also imports more crude oil from Canada than any other country, with Canadian crude account for 63 percent of all U.S. imports last year.

Permit issued for gas storage facility expansion in southern LA 

On Aug. 13, the Federal Energy Regulatory Commission issued the final permit for an expansion project at the Egan Gas Storage Facility in Acadia Parish, Louisiana. The project would expand the facility's natural gas storage capacity by 16 billion cubic feet. The project would create two additional underground natural gas storage caverns and add three natural gas-fired reciprocating engines, among other changes. The project would be built over two phases, with the first phase providing an additional 8 billion cubic feet expected in service by 2030, and the second phase providing the remaining 8 billion cubic feet in 2033.

Combined, these power plants could emit up to 5.2 million tons per year of greenhouse gases, roughly equivalent to more than 1 million cars and trucks driven for a year. They could also emit more than 4,100 tons per year of health-harming “criteria” pollutants that form smog and soot.

White House reviewing sweeping changes to oil and gas methane rule According to E&E News, the White House is considering major changes backed by industry to 2023 standards meant to reduce emissions of methane, a potent greenhouse gas that is the main component of natural gas. The standards require companies to do more to find and fix methane leaks, install better pollution controls, and end routine flaring at wells.

The Federal Energy Regulatory Commission is accepting comments until Sept. 11 on the potential environmental impacts of a proposed expansion project at Venture Global's CP2 LNG Terminal and CP Express Pipeline in southwest Louisiana. The projects would entail increasing the terminal's liquefaction capacity by 11.7 million metric tons per year and increasing the pipeline’s natural gas transport capacity by 1.9 billion cubic feet per day.  

FERC will also hold two public meetings to receive feedback on potential environmental impacts: 
- Aug. 25, 4:30 - 6:30 p.m. CDT, at Cameron Parish Police Jury Multi-Purpose Building, 122 Recreation Lane in Cameron, Louisiana.
