True, and yet, if you think that the 1,000 are the ONLY people who will be there, then you're confused. The assumption should be that there will be 1,000 'official' observers and a MUCH larger number of 'deputized' 'concerned parties'... They are undoubtedly coordinating with paramilitary groups.
