From what I heard the last ECO scheme failed due to low quality work more than anything else. To be an eligible supplier there should be minimum standards and insurance etc., no new businesses and minimum turnover etc.

Surely if the development will impact the ability of existing homes to gain insurance and thereby their value, the developer of the new homes needs to underwrite the insurance cover for the existing homes and guarantor the homes value, in perpetuity via a trust.

I don't necessarily agree with this one, reduced standing charges mean higher unit charges, which negatively impacts people who cannot reduce consumption. If you want heat pumps, you want lower unit rates.

The UK has enough disused flooded mines to provide feedwater for many district heat networks without waiting for data centers. If the data centers are built, use those same flooded mines as a heat sink.

I'm in two minds about this, on the electricity system side, it can actually be a benefit to use more power if it's from renewable sources. The grid is a fixed cost, the more units of power consumed, the lower the cost per unit. This makes clean electric more attractive for other uses.
