Er zijn stapels onderzoek over de complexe oorzaken van generationele armoede, maar onze beleidsmakers komen niet verder dan armoede bestraffen als was het een jammerlijke ondeugd die hooguit wat disciplinering vereist. Armoede als gedragsprobleem.
