Seems to me that the practice of “regulation” in Britain boils down to just installing The Right Sort Of Chaps, insiders who know how the game is played and won’t make a fuss, and will just have a quiet chat instead, if anyone gets a bit fast and loose with the rules.

Siemens, Alstom and CAF all have factories capable of building trains in the UK, and Alstom's derby factory can operate entirely on its own (i.e. it can carry out every step of the manufacturing process).
