On German morning radio discussing today’s EU summit, GPPi’s @rotmann.net echoed a key argument from his recent piece with @abiwatson.bsky.social: The cupboard is bare. Die Engführung (nur EP14) hätte eine Pentagonisierung der deutschen Sicherheitshaushalte zurfolge: die nächsten Regierungen hätten allen Anreiz, mehr und mehr Ausgaben in den BMVg-Titel zu schieben und dafür waghalsige Konstrukte zu basteln. Besser Wahrheit+Klarheit im Haushalt schaffen!

Die begriffliche Trennschärfe ist noch verbesserungsfähig, "Gesamtverteidigung und sicherheitspolitische Aufgaben" klingt nach Schnellschuss, verständlich. Aber die Engführung auf den Einzelplan 14 würde den realen Investitionsbedarfen in die äußere Sicherheit nicht gerecht.

Die Grünen schlagen vor, im Gegenzug für den größeren Umfang nicht nur 1% BIP, sondern 1,5% BIP innerhalb der Schuldenregeln zu belassen, um mit dem breiter gefassten Sicherheitsbegriff nicht gleichzeitig allzu hohe Haushaltsspielräume/Schuldenanreize zu schaffen. 2/2

Inhaltlich wäre es gut für Deutschland, wenn Schwarz-Rot den grünen Vorschlag zur Sicherheits-Ausnahme von der Schuldenbremse aufnehmen würde: "Gesamtverteidigung + sipo-Aufgaben" := 1. For 2026-2028, finance ministry is talking about another 130-150bn€ gap, on average 43-50bn/year: almost exactly the annual spend of the infrastructure fund but that vehicle is set up to spend much more than currently planned, will carry interest & therefore relieve the regular budget far less. 3/3

So the German government-to-be will use the existing parliament to exempt all defense spending above 43 bn euros (1% GDP) from the debt brake and establish a €500m infrastructure fund over 10 yrs. No precise defense spending target but this enables unlimited borrowing in theory.
