Because SoS runs elections and the rail district had no statutory obligation to fulfill that aspect of running the election. Kyle’s first intuition was right: This is Griswold’s screwup.

What statute or legal principle shows that this was the rail district’s responsibility, rather than the entity that actually ensures statewide elections are run properly, i.e. the SoS? I think you’re reading too much into the rail district’s willingness to go above and beyond their legal duties.

That only says the district is responsible to provide the SoS with the ballot titles, content, and order of ballot measures. It doesn't say anything about district maps or otherwise direct the rail district to run the election. These legal niceties matter.

I think you're confused. 7A doesn't say anything about changing the boundaries of the district. The district was changed from the 2021 boundaries with SB25-172, which went into effect in May, meaning the SoS and clerks had several months to update their systems and failed to do so.

That’s false, the statute itself is very clear (and many clerks in other counties did in fact figure it out!), and also this is very classically the SoS’s responsibility. You have no statute defeating the default assumption that the SoS runs the election.

If you can point to a single statute saying it was the rail district's legal responsibility to get the clerks those maps, I'll retract this. But it doesn't exist. SoS and the clerks messed up, and the rail district is falling on its sword for tactical reasons. That's all.

Griswold really is terrible, and so far the evidence really is consistent with this being her fuckup. Kyle presented no quality evidence that the rail district failed in any of its obligations.

I’ve read your article but it’s plain you haven’t read the Abundance book. Nobody’s talking about scuttling all fire codes; we’re talking about ending exclusionary zoning and not requiring vital transit projects to jump through a bunch of climate-counterproductive hoops.
