Medienfreiheit und die demokratischen Funktionen von Medien sind gefährdet, sei es durch die Zunahme von Desinformation auf Social-Media-Kanälen, durch eine wachsende Medienkonzentration oder aber durch staatliche Eingriffe, wie in Ungarn. Welche Hilfe kann hier das Europäischen Medienfreiheitsgesetz (European Media
Freedom Act) leisten?
Der European Media Freedom Act (EMFA) wurde von der EU-Kommission im April 2024 veröffentlicht. An die EU-Verordnung waren große Erwartungen geknüpft. Mittlerweile ist der EMFA in all seinen Bereichen in Kraft und die Mitgliedsstaaten arbeiten an der nationalen Implementierung. In Österreich wurden Ende März mehrere Bestimmungen im Nationalrat beschlossen. Dabei geht es u. a. um strengere Regeln zur Bestellung des ORF-
Generaldirektors, aber auch um eine Lockerung der strengen Anforderungen bei Regierungsinseraten.
Anforderungen stellt der EMFA bezüglich mehr Transparenz zu Besitzverhältnissen von Medienunternehmen und bei der Vergabe von Werbegeldern öffentlicher Stellen. Weitere Themen umfassen den Schutz von Journalist*innen und ihrer Quellen sowie die Vorgaben zur Sicherung öffentlich-rechtlicher Medien. Die Europäische Journalistenvereinigung war seit Beginn der Verhandlungen zum EMFA aktiv und hat sich für eine weitreichende Regelung eingesetzt. Sie kritisiert, dass manche Themen im Ergebnis zu schwach verankert sind oder fehlen. Eine aktive Weiterentwicklung sei daher notwendig.
