Abstract
Why are some democracies more resilient than others? How can their resilience be improved? Answering these questions requires valid conceptualization and reliable measures of democratic resilience. This study presents a novel conceptualization and measurements of democratic resilience. It differentiates between democratic resilience as regime performance and regime capacity and introduces the Democratic Resilience Capacity Index. The index is the first and only measure available to empirically compare the ability of democracies to become or to remain resilient. We demonstrate the usefulness of our approach for empirical research through an exploratory study of 103 democracies since 2000. We find that resilience capacity strengthens the ability of a democracy to prevent a substantial loss of its democratic qualities and regime breakdown, but not its ability to recover from autocratization. This suggests that different forms of democratic resilience, though temporally connected, depend on different forms or combinations of resilience capacities.

The deliberative dimension of democracy declined, measured by the respect for counterargument variable. Pro-democratic mass mobilization moved from very low levels in 2019 to numerous small-scale events between 2024 and 2025, paralleling the rise in pro-autocratic mobilization.

A graph showing the development over the last 50 years for six regions in the world. A value of 0 means that LGBTQI+ are entirely excluded and deprived of any real political power, while 3 means that both LGBTQI+ and heterosexuals enjoy a degree of political power that is roughly proportional to their share of the population. All regions show an improvement in the period, with the MENA region scoring the lowest and showing the least improvement. On average the answers are around 1, meaning openly LGBTQI+ citizens have much less political power than heterosexuals. Only Europe is close to 2, meaning that LGBTQI+ citizens have somewhat less political power than heterosexual citizens, with Oceania on a sharp upwards trajectory in the past year, scoring 1.61 in 2025.

The scale ranges from 0 to 4, with 0 meaning that attempts to censor are direct and routine’ to 4 meaning that attempts to censor rarely occur, and if discovered, the responsible officials are usually punished. In 2025, in most of Asia and large parts of Africa governments more often try to censor media. Among the worst affected in 2025 are Chad, Congo, Egypt, and Eritrea in Africa, Afghanistan, China, and Myanmar in Asia, Belarus, Russia, and Turkey in Europe, and Cuba, Nicaragua and Venezuela in Latin America. 
Some of the biggest negative changes between the years 2005 and 2025 can be seen in Afghanistan, China, Egypt, India, Mexico, Russia, Turkey, and the USA. Positive changes between the two years of comparison can be seen in for example Libya, Madagascar, and Sri Lanka.

Autocratizing countries can be found in all parts of the world, including North America and Western Europe. V-Dem Dataset v16 is out! The dataset includes several hundred indicators along with five indices that measure a country’s overall degree of democracy, according to different definitions of democracy. V-Dem Steering Committee comments on the new data and U.S. ratings: v-dem.net/release-stat... 1(2)

Two map graphs show the state of liberal democracy according to the V-Dem Liberal Democracy index for 2025 and 2024. The higher the score (or darker blue), the more democratic the country. Lower scores (or dark red) mean less democratic. While North and South America, Western Europe and Oceania are mostly in the blue, most parts of Asia and Africa are in the red in 2025. 
In comparison to the map for 2024, the map graph for 2025 shows democratic backsliding in some traditionally stable democracies in Western Europe and North America, in particular the USA, United Kingdom and Italy.
