6/ Members of Congress who rely heavily on small donors are not more effective lawmakers. Raising lots of small contributions does not translate into greater legislative productivity. They are no more aligned with constituents on policies than Members who rely heavily on PACs or larger donors.

5/ Candidates who attract attention and provoke strong emotions often raise the most. Within parties, small donors tend to favor more ideological candidates, while larger donors are somewhat more supportive of moderates.

4/ Small-donor money is highly concentrated. From 2018 to 2024, just 10 Senate candidates received more than half of all small donations in Senate races. The top 10 House fundraisers garnered roughly one-third of all small donations.

3/ Small donations are often expressive acts. People give to signal solidarity, outrage, hope, or fear -- not simply to help a candidate win. After Justice Ruth Bader Ginsburg's death ActBlue processed more than $8 million in small donations in a single day.
