RE: SUPPORT (H8127) - RIPTA Board Reform
Dear Chair Solomon and Committee members,
For decades, Rhode Island maintained a clear division of responsibility between its transportation and public transit agencies. RIDOT managed highways, bridges, and road infrastructure. RIPTA operated the state's public transit system - primarily fixed-route bus service and door-to-door transportation for riders with disabilities - and played a central role in statewide transit planning and connections to rail and other modes. Coordination between the two agencies was imperfect, but the separation was intentional. Each had a defined mission, distinct leadership, and accountability aligned with its core purpose.
That separation was undone in 2023. This mistake was an action that we objected to at the time, and we are writing today to undo this misguided attempt to provide oversight, which in practice led to devastating consequences for RIPTA.
With RIDOT wielding a powerful leadership role at RIPTA, the agency was effectively subordinated to DOT, whose institutional mission, incentives, and culture are oriented toward roads and drivers, not toward moving people efficiently, equitably, and reliably through Rhode Island's cities and towns. During the navigation of the worst financial crisis RIPTA has faced in decades, at every turn, RIDOT leadership refused to step up and defend RIPTA's current levels of service, not to mention any hope of expanding service. The only public statements from RIDOT leadership throughout this period were those championing reduced service and increased fares. Rather than supporting public transit riders, the Director's sole mission was to defend RIDOT being impacted in any way by an agency with a fraction of the size of its budget.
The result? The most devastating service cuts in RIPT…Save RIPTA logo with a blue wave on a black background

With H8127, we can rectify this mistake, and ensure RIDOT's participation on the Board of RIPTA without holding a statutory leadership role. We can also strengthen the RIPTA Board by restructuring it to include direct representation from riders, transit operators, and community stakeholders, which this bill would also do.
As a transit rider and supporter, I am relying on you to support this simple solution for RIPTA.
Sincerely,
Dylan Giles

Re: Impacts of Service Reductions
4/1/2026
The Honorable Governor Mckee,
We are writing to urge you to support and advance sustainable, long-term funding for the Rhode Island Public Transit Authority (RIPTA) to prevent further service cuts and protect the wellbeing of transit workers and riders across our state.
Recent reductions in service and frequency have placed significant strain on RIPTA operators and the riding public alike. For our members, these cuts have resulted in higher stress, irregular schedules, fatigue, and increasing challenges related to mental health and overall wellbeing.
With fewer trips and tighter schedules, drivers are often left with insufficient recovery time between runs, and the limited breaks that do exist can disappear entirely when delays occur.
These conditions are not sustainable for a workforce responsible for safely transporting thousands of Rhode Islanders every day.
Over the past two years, RIPTA has faced serious budget challenges. On September 27, 2025, the agency implemented the largest service reductions in its fifty-nine-year history, cutting service to forty-five of its sixty-three routes and reducing total system service by approximately 15 percent. These cuts have had real consequences for riders who rely on public transit to get to work, school, medical appointments, and essential services.
This moment presents an obvious choice for Rhode Island. Continued underfunding will lead to further service crosion, worsening working conditions, and diminished reliability for riders. By contrast, investing in RIPTA through a stable and predictable funding source would strengthen our workforce, improve service reliabil…H8178). We respectfully ask that you officially support and prioritize legislation that provides RIPTA with sustainable operating funding, ensuring that the agency can maintain service evels, plan responsibly for the future, and provide working conditions that are safe and humans
Your leadership is essential to ensuring that public transit remains a dependable public good rather than a system in permanent crisis. We urge you to act decisively on this session to secure RIPTA's future—for workers, riders, and the broader Rhode Island community.
Sincerely, alt Mete

Due to Post-Blizzard Conditions, RIPTA to Resume Limited Service, including Ride Paratransit, on Wednesday, February 25, 2026
Passengers Should Expect Delays and Detours as Service
Gradually Returns
RIPTA will resume service on Wednesday, February 25, 2026, following the Governor's decision to lift the statewide travel ban. As the state's public transportation provider, RIPTA plays an essential role in supporting the safe reopening of the state's economy. While the most severe impacts of Winter Storm Hernando have passed, safety remains RIPTA's top priority as the state begins reopening and recovery efforts continue.
Although travel restrictions have been lifted, municipalities across Rhode Island continue working to clear roadways and require additional time and resources to complete snow removal operations.
RIPTA officials will continue coordinating closely with state and local partners to monitor roadway conditions and ensure streets are safe and accessible for buses and paratransit vehicles.
As service resumes, passengers should expect delays, detours, and possible route modifications due to narrowed streets and ongoing cleanup efforts. RIPTA expects it may take several days for service to return to normal levels.
Passengers are strongly encouraged to pay close attention to service alerts for the latest updates on route resumptions and detours by visiting RIPTA.com/alerts or signing up for email alerts. In addition, RIPTA crews are preparing to begin snow removal at bus shelters. This work is contingent upon roads being sufficiently cleared to allow safe access for crews and equipment. RIPTA is responsible for snow removal at nearly 400 bus shelters around the state, as well as major transit hubs such as Kennedy Plaza. Snow removal at approximately 3,600 bus stops located on local sidewalks is the responsibility of municipal governments, businesses and property owners per their local ordinances. These requirements help support pedestrian safety by ensuring that sidewalks and bus stops remain clear and accessible.
The safety of RIPTA passengers and employees remains the Authority's highest priority as service is restored in a safe and responsible manner.
All RIPTA offices, including the Ticket Sales Office in Kennedy Plaza and the Pawtucket-Central Falls Transit Center, will reopen on Wednesday, February 25, 2026.

STATEMENT ON RESIGNATION OF PETER ALVITI The Providence Streets Coalition and Save RIPTA welcome new leadership at RIDOT that will have a multimodal, 21st century approach to transportation, respect and communicate with all residents, and center safety and transparency. In full: tr.ee/Ia-k-7a9zt

PROVIDENCE STREETS COALITION & SAVE RIPTA
STATEMENT ON THE RESIGNATION OF RIDOT DIRECTOR
PETER ALVITI, JR.
FEB. 4, 2026
For over a decade, Rhode Island taxpayers have forked over billions of dollars to an unaccountable DOT that has not produced adequate results for drivers, failed to meet our emissions reductions goals, and consistently rejected dignity, safety, and convenience for people who cannot or do not drive. On far too many occasions, Director Alviti refused to prioritize the interests of public transit users and people walking and biking in Rhode Island. The Providence Streets Coalition and Save RIPTA welcome new leadership at RIDOT that will have a multimodal, 21st century approach to transportation, respect and communicate with all residents, and center safety and transparency. This will require not only change at the very top, but throughout the Department.
Today's announcement comes on Rosa Parks' birthday — known now nationally as Transit Equity Day — a reminder that the deep disparities in transportation are not the responsibility of a single person, but have been baked into the system for generations. We will continue to work with our coalition partners and passionate supporters to advocate for a brighter future and look forward to leadership at RIDOT who can be a true partner in that fight. It should be easy, safe, affordable, and enjoyable to get around Rhode Island.
