Guaranteed to produce downward spirals. Almost like it's deliberate: 1. Patients have a shit time due to underfunding and make a fuss 2. Trust gets its funding reduced 3. Patients have an even shitter time and make an even bigger fuss. 4. Repeat until the hospital is privatised.
