Councilor Sameer Kanal diagnosed the different sides of this issue as “status quo versus change.” He pointed out that half of Portlanders are renters, but they've been underrepresented in local leadership, and cast aside accordingly. Ryan seemed to take that as an affront to homeowners like himself.
Councilor Sameer Kanal, who is one of three renters on the current City Council (along with Morillo and Councilor Steve Novick), said he thinks the Council is often divided by “status quo versus change.”

“In order to be pro-Portlander, you have to be pro-renter. Making it more affordable to live here includes having housing that’s more in line with incomes,” Councilor Kanal said. “The entire purpose of RealPage is not to house more people. It’s to help corporate landlords increase profits as much as possible. I do view part of our role as protecting Portlanders from predatory practices, and this ordinance does that.” Kanal’s comments prompted a response from Ryan, who seemed to think the councilors promoting the rights of renters were pitting them against homeowners.

“I’ve owned a home since 2000, and my property taxes and insurance have escalated tremendously. All the elders on my block beg me to stop the increases in property taxes because they can’t age in place any longer,” Ryan said. “So I think this body needs to also be sensitive to the burdens that are happening to many of us who have invested in Portland as property owners and are increasingly struggling, our affordability is also at attack.”

It’s unclear how the price-fixing ordinance would increase costs for homeowners. Ryan has also repeatedly cited his concerns about the policy’s supposed affiliation with the Democratic Socialists of America (DSA). The councilors who co-sponsored the ordinance are members of DSA, but similar policies have been championed by people who are not affiliated with any socialist organization. Senator Ron Wyden led an effort to bring legislation banning AI-driven rental price-fixing.

AC requirement may hit rentals in Portland
Published: Jul. 17, 2025, 5:00 a.m.Portland is contemplating a new policy to protect residents from potentially deadly heat by adding air conditioning requirements for rental apartments and homes.
The Permitting and Development bureau is exploring a code amendment to create a maximum indoor temperature standard for rental units, requiring landlords to install ACs or heat pumps in each one.
The proposal is still in the early planning stages and comes after a multi-year collaboration among city bureaus, community groups and experts working to identify climate and health standards to make rental housing more livable during extreme weather.Thousands of Portlanders who bake in their rental homes during summer heat waves will no doubt welcome the plan - but it likely will face stiff opposition from groups representing property owners who cite the expense and possible investment chill in Portland housing development.
Portland is under a heat advisory this week and experiencing soaring temperatures. It reached a high of 97 degrees at Portland International Airport on Wednesday.
The city has experienced more hot days and heat-related deaths in recent years than ever before.
The 2021 five-day heat dome set a record high of 116 degrees and killed 69 people in Multnomah County alone. Another 14 people died in the county in the past three years due to excessive"We are in a climate crisis, and setting a maximum indoor temperature standard for rental units can help ensure that populations more likely to be renters in Portland, such as communities of color or those with lower incomes, are prioritized in our climate actions," interim Portland Permitting & Development Director David Kuhnhausen told The Oregonian / OregonLive.
After the heat dome, county public health officials found that those who died were predominantly 65 or older, lived alone and lacked air conditioning.
They were mostly residents of multi-family housing, including public housing, owners of manufactured homes, as well as homeless people.
