A large crowd of workers gathers outside U.S. Steel in Gary, Ind., during the strike. Elbert H. Gary used his namesake city as a laboratory for corporate warfare. Because U.S. Steel built and owned much of the municipal infrastructure, Gary wielded immense influence over local government and law enforcement. Gary worked closely with the mayor of Gary, William F. Hodges, to swear in hundreds of special corporate deputies. These private forces, combined with local police, turned the city into a company-run police state. In October 1919, after a series of clashes between striking workers and strikebreakers, Gary lobbied the federal government to intervene. Major General Leonard Wood marched 2,000 U.S. Army troops into the city, declaring martial law. Federal soldiers set up tent cities right outside the steel mills, banned union meetings and protected the strikebreakers entering the gates, effectively breaking the back of the local strike.
