Under the Court’s precedents, emergency applicants are supposed to show that they’re “likely to succeed on the merits” of their appeal from a lower court’s ruling, that they will be “irreparably injured” without immediate relief, and that the balance of the equities tilts in their favor; in other words, fairness is both the explicit purpose and the explicit standard. But the Republican justices have repeatedly abandoned those standards in service of their own purposes. NEW: Trump's recently-blocked plan to restrict mail voting through USPS was supposed to be even more prohibitive. New reporting revealed that the scheme originally called for the delivery of mail ballots via certified mail, a USPS service requiring ballot recipients to sign for them at home.

You are measuring willingness to respond to a survey, not actual identity. Given the bathroom bans, bans on pride flags, renewed efforts to ban GSAs etc, it's not a surprise some kids prefer to not openly disclose orientation to a federal government survey.
