We're just going to drop a 13yr old alone into a country & they'll be on their own? 13! Outrageous! Why is he by himself? Where's his family? Representation? Under 18 (or 21 IMO) should be mandatory. What the hell kind of legal argument/actual understanding of the procedure will be understand?
