The Executive Branch will not enforce the law. Congress is unlikely to compel the Executive Branch through suing, impeaching, or withholding funds. There was no penalty specified in the law for failing to comply. IANAL, but can a separate plaintiff sue? What’s the next step here?

Our only way forward is to make it clear to ALL politicians, there will be consequences. Expect Congress to act the way it does. Those are its current incentives! And it takes hard effort to get stronger, different incentives. The snowball takes time to build, but it will build as things worsen.

Congress will only act when they clearly fear for their jobs. They fear for them now, but the parties can hold their members in lock step until the worries seem inevitable.

The main votes are for one‘s tribe, regardless of policy. The marginal votes are for perceived economic gaina. US voters only change if it hits them in the pocketbook. That’s the marginal vote that decides things. GOP winning depends on the economy, not foreign policy, no matter what they say.
