So… we didn’t ask for this when Bush Sr did the same with Panama. And it’s what we’ve always done with Latin America without Congressional approval. We have hollowed out the powers of Congress for generations. Thinking Congress will suddenly find its voice doesn‘t match the history.

Every power we informally and illegally granted the Executive Branch, with every rationalization, these sins come home to roost at the worst possible moment. All these powers are in the hands of a malignant narcissist now.

Congress will only act when they clearly fear for their jobs. They fear for them now, but the parties can hold their members in lock step until the worries seem inevitable.
