The library purchases access to titles, with limits on the number of circulations &/or for a set period of time. Access ends once it has reached the set number of uses or been available for the specified period. Each is treated like a physical book,one person at a time can read it(some exceptions).

I always found flipping them off under the counter to be very helpful. Particularly when the phrase "my taxes pay your salary" enters the conversation. Whacking with a large book, a trap door, or an ejector button would also be popular options.
