Using a cultural history approach and sources previously unexamined, this paper focuses on the career of Montgomery County Maryland Civil Rights leader Roscoe R. Nix. Beginning with Nix's appointment by Maryland's Gov. Agnew to the state's Commission on Human Relations after the assassination of Martin Luther King, Jr. in 1968, continuing through his tenure on the Mongomery County School Board from 1974-1978 and then chronicling his activism throughout the 1980s as President of the Montgomery County NAACP, this paper examines the public service career of a Black community leader during an era in which racial animosity re-emerged as a primary driver of public policy.

As a highly populated county composed of both wealthy, insular incorporated enclaves with their own police force such as Chevy Chase, as well as unincorporated census-designated places where residents share police, school and government services with over a hundred thousand others like Silver Spring, Montgomery County's most prominent historical narratives have favored global minority perspectives at the expense of narratives more representative of its global majority population. By utilizing a Cultural History approach to examine the perspective of Roscoe Nix as he fought for change from both within Maryland government and outside of it, this paper clearly outlines the reasons Mr. Nix fought for racial equity within Montgomery County schools and the resulting racial backlash from that county's wealthiest communities. I present the new historical argument that by successfully confronting widespread racial discrimination through a sustained multi-decade campaign of engagement from both within local government and from outside of it, Roscoe Nix was integral to Silver Spring's transformation into America's fourth most diverse city.

In researching Roscoe R. Nix, I learned he wrote his first letter to the editor in defense of fellow Alpha Phi Alpha member Paul Robeson in '48, presented awards in his name in '78, and was recorded discussing his legacy as late as 2005 at the age of 84. Washington -Paul Robeson, Negro baritone, spearhead of the American Crusade to End Lynching, said yesterday after a White House visit that he had told the President that if the Government did not do something to curb lynching, "Negroes would."

To this statement, Robeson said, the President took sharp exception. The President, he said, remarked that it sounded like a threat. Robeson told newspapermen he assured the President it was not a threat but merely a statement of fact about the temper of the Negro people.

Robeson asked the President to make a formal declaration of
disapproval of lynching within the next 100 days. Robeson explained the next 100 days would be an appropriate time for the President to act, because it was on September 22, 1862, that Lincoln issued the proclamation freeing the slaves and it was on January Ist that it became effective,

The President, Robeson said, told the delegation that Government action against lynching was necessarily a political matter, and that timing was important. The President... said that this was not the time for him to act.

The singer said he also pointed out what he considered misdirections in American foreign policy. He said it was hard to see the distinction between current lynchings and the Nuremburg war crimes trials.
He explained that he meant by this that the United States could not logically take the lead in punishing the Nazis for the oppression of groups in Germany while the Government here permitted Negroes to be lynched and shot. To this, he said, the President objected that loyal Americans should not mix domestic problems like lynching with foreign policy. Robeson said... he did not see how the two could be separated.

Looking for inspiration for the title of a paper I’m finishing about Montgomery County, Maryland Civil Rights giant Roscoe R. Nix in “The Messenger Reader” and came across this gem from the legendary A. Philip Randolph from a longer article titled, “The Negro in Politics” published in July of 1919:
THE RISE OF POLITICAL RADICALISM AMONG NEGROES
The political Radicalism of the Negro has been marked by three definite movements: First, the entrance of the Negro into the Democratic Party; second, the transition to the elective idea of representation; third, and the most fundamental and significant of all is, the change from the old parties to Socialism.

The last of these changes has been the result of the rise of a new type of leaders. The old Negro leaders have had the intent to serve the interests of the Negroes, but they have lacked the knowledge as to how they could best serve them. And it is recognized today that the possession of an intent to do good without the knowledge, is more fatal than the possession of knowledge without the intent. To illustrate: History attests that during the early Christian era, Marcus Aurelius was the most savage persecutor of the Christians, yet he was one of the most upright of men and it is maintained that he persecuted them on the ground that he was saving them from the consequences of their folly. His intent was to do good. Even Protestant historians accord to those Who maintained the Spanish Inquisition, honest intentions, while they murdered, massacred and outraged the heretics of their day. The suppression of free speech, the freedom of the press and the lynching of Negroes and I.W.W. are based upon the intent to subserve the country's interests. The system which produces these conditions, determines the social consequences of the policies, adopted by both good and bad men. Thus, it is apparent that an individual's power to do social and personal mischief is, in proportion to the intensity of his belief in the rightness of his act and the absence of knowledge as to its346 • The Messenger Reader

THE FUTURE OF THE NEGRO IN AMERICAN POLITICS

Thus it is obvious that the hope of the Negro lies, first in the development of Negro leaders with the knowledge of the science of government and economics, scientific history and sociology; and second, in the relegation to the political scrap heap, those Negro leaders whose only qualifications are the desire to lead and the intent to do good.

The old Negro leaders have been factors in producing and perpetuating a patent contradiction in American politics: the alliance of a race of poverty, the Negro, with a party of wealth, the Republican Party.

The Republican Party has been the instrumentality in American politics of abolishing agricultural feudalism of the South for the establishment of industrial capitalism of the North. Industrial slavery has been substituted for human slavery.

But how is the Negro to know which party to support? Before answering this question may I observe that a party is a body of individuals who agree upon a political program and who strive to gain control of the government in order to secure its adoption. Its campaigns are made possible by a fund created by those persons who desire the adoption of its program. It is natural and plain, then that those who supply the funds will control and direct the party.

Now, it is a fact of common knowledge that the Republican and Democratic parties receive their campaign funds from Rockefeller, Mor-gan, Schwab, Shonts, Ryan, Armour and other capitalists. It is also a fact of common knowledge, that the chief interests of these capitalists are: to make large profits by employing cheap labor and selling their goods at high prices to the public.

Such is not less ludicrous, however, than that of a Negro, living in virtual poverty, children without education, wife driven to the kitchen or wash-tub: continually dispossessed on account of high rents, eating poor food on account of high cost of food, working 10, 12 and 14 hours a day, and sometimes compelled to become sycophant and clownish for a favor, a "tip," supporting the party of Rockefeller, the party of his em-ployer, whose chief interests are to overwork and underpay him. Best explanation of the dangers that I've read; the concern is that these tools can be weaponized and do real harm to society if their development is not heavily regulated, regardless of if they're "sentient" or not. It sounds like the ability of these algorithms to elude human control is the issue.

I haven't read the latest Nikole Hannah-Jones essay yet, but I've seen the usual suspects jumping to criticize her. Haven't had a chance to peep it yet because I've been working on my own project about Maryland Civil Rights pioneer Roscoe R. Nix. This architect of school integration had his doubts:
predominantly black schools were learning up to expectancy, their schools should be left alone. He strongly advocated quality education. Nix commented on the advantages and disadvantages of segregation and integration. Bernstein recorded his remarks at length:

He noted that most of the black leaders in the United States have been educated in black institutions. He spoke of growing up in rural Alabama, attending segregated schools, and suggested that his background had given him a strong sense of his own blackness. His children, though, had gone to predominantly white schools in Montgomery County, and the stresses of that experience had caused his daughter to choose a black college. She was in search of her own identity, and a less complicated social life. She needed time, Roscoe said, to feel safe and nurtured in a black environment.

"Yet with all the penalties that integration has levied on black children in the last twenty years," he continued, I still believe in desegregation, although I fear it too." As he spoke, there were painfully long pauses between sentences and beads of perspiration popped out on his upper lip. He conceded that there were two sides to the issue, and paid tribute to the agonies of blacks in a white society, but he concluded, nevertheless, that the agony should not be avoided.

THE POLITICS AND CULTURE OF THE YOUNG LORDS PARTY
The Young Lords' headline-grabbing campaigns, staged so theatrically at the church, elevated the organization's profile to new heights. Yet along with their newfound star power, the Young Lords were now confronted with the challenge of hundreds of young people descending on their East Harlem office clamoring to join the popular revolutionaries with the purple berets. In the aftermath of the Church Offensive, journalist Jose Yglesias reported that the "rush thereafter by young Puerto Ricans to join the Lords-who will also accept non-Puerto Rican blacks from the Barrio—was so great that the organization has had to close its rolls temporarily."' By May 1970, the group had absorbed approximately 600 new members and thousands of Friends of the Lords and Lords in training.
It was less than a year since the Young Lords had set out to build a vanguard revolutionary party of people of color. Organized in a paramilitary-styled struc-ture, the party's charge was to agitate for reforms in the here and now, raise revolutionary consciousness, and discipline the organization for the advent of larger social struggles. They were guided by older political theories and also by the writings that emerged out of what came to be known as Third World revolutions for independence in Algeria, Vietnam, Cuba, Congo, and beyond.
These movements and others in the former colonial world were influenced in various degrees by Marxist ideas. At the same time, such movements had to define themselves in relation to less radical "bourgeois" nationalist currents. The theme that all addressed was opposition to European imperialism and the racist ideology that justified it.
The Young Lords identified political education as a central task. Beginning in February 1970, the organization's Central Committee implemented a systematic training program for its rank and file on the history of the Puerto Rican independence movement and its lessons as wel
