the crown, with whom FN are supposed to have a direct relationship, is seen as a check against Canadians who are broadly suspected of wanting to eliminate FN rights and status entirely

the relationship between first nations and the crown is complicated, there's a non trivial number of bands that genuinely like that their relationship is with the crown. unilaterally redefining parts of the treaties wouldn't exactly be in the spirit of truth and reconciliation. it's messy.

sure there is, the Winnipeg factory makes full build buses for Canadian customers every day. it's also common for transit agencies and governments to make parts sourcing contractual requirements.

The feds and province of Manitoba did kick in some funding to restore full production of NF buses in Winnipeg (buses were previously either fully built or finished in the US). The Winnipeg plant can produce about 200 electric buses/year now on top of supplying shells to one of the American plants.

depends on your goals, in my experience the folks that target ivy and ivy adjacent for undergrad end up leaving the country and not coming back, future local elites go to UofT, McGill, UBC etc. Even then where you do undergrad doesn't really matter if you're staying in Canada.
