My association @global-redistrib.bsky.social wrote a report to find new resources for the EU. ➡️Six new taxes can fund NGEU repayment, a sovereign fund, global public goods, expanded EU budget AND reduced Member States contributions. Full report: global-redistribution-advocates.org/wp-content/u...

(7/9) New EU own resources could do two things at once: finance European public goods—security, defence, cross-border transport & energy infrastructure, and a resilient low-carbon energy system—while reducing GNI-based national contributions.
100
Matthias Kalkuhl @mkalkuhl.bsky.social · 06/10/2026
(6/9) Together, all 6 options could raise roughly €100bn/year. For scale: the EU’s annual budget is around €190bn and is still financed largely through contributions from Member States.
100
Matthias Kalkuhl @mkalkuhl.bsky.social · 06/10/2026
(5/9) The report also includes 4 proposals developed by other authors: 💰 one-off levy on large fortunes: ~€26bn/yr 💻 digital services tax: ~€6bn/yr 📱 digital advertising levy: ~€10bn/yr 📈 financial transaction tax: ~€8.3bn/yr

Matthias Kalkuhl @mkalkuhl.bsky.social · 06/10/2026
(4/9) Second: reform intra-EU aviation taxes. A tax on vacant seats, paired with VAT reform, could raise ~€10.5bn/year. In the modelled first step, passenger numbers stay unchanged while airlines fly ~18% fewer flights by filling planes more efficiently.
100
Matthias Kalkuhl @mkalkuhl.bsky.social · 06/10/2026
(3/9) Our first proposal: a European luxury surcharge. A 20% levy would apply only to the part of the price above category-specific thresholds—for high-end cars, yachts, private jets and other luxury goods. Estimated revenue: ~€42bn/year.
100
Matthias Kalkuhl @mkalkuhl.bsky.social · 06/10/2026
(2/9) The core idea: some taxes work better at EU level than nationally. When shoppers or tax bases can move across borders, national taxes can trigger avoidance and tax competition. EU-wide coordination can raise revenue more efficiently and create fiscal space for Member States.

How can the EU finance more common priorities without putting ever more pressure on national budgets? A new Global Citizen report explores 6 options for new EU own resources. We contributed to 2: taxes on luxury consumption and intra-EU aviation. (1/9)

Matthias Kalkuhl @mkalkuhl.bsky.social · 20/09/2026

More precisely: solar and batteries can supply 90% of electricity for 80% of the world's population at less than 80 €/MWh (including a fuel backup) with 2030 assumptions. Add some wind, existing hydro, or wait a few more years for costs to decline, and the equation just gets better.

Happy to have been part of this paper. Main point: When EU consumes oil it increases the oil price thus Russia’s oil income. This in turn costs EU since we need to buy more arms. Central estimate: each Eur of oil implies 37 cents of defense cost to EU. Implication: Climate policy is defence policy!

120
Matthias Kalkuhl @mkalkuhl.bsky.social · 02/04/2025
110
Matthias Kalkuhl @mkalkuhl.bsky.social · 02/04/2025
110
Matthias Kalkuhl @mkalkuhl.bsky.social · 02/04/2025
Details unser Analyse www.ifw-kiel.de/publications...

3/ Quantification is difficult. Our central estimate is 37% or 60€/tCO2. But substantially larger values (by a factor of 10 are also possible if Russian revenue cuts do not only lead to reduced war spending but also to an earlier end of the war)
140
Matthias Kalkuhl @mkalkuhl.bsky.social · 02/04/2025
2/ The key mechanism is this: EU's oil demand drives up global oil prices which increases revenues in Russia which will ultimately be used to finance the war against Ukraine that leads to substantial military and recunstruction costs for the EU. Lowering EU's oil demand works in opposite.
141
Matthias Kalkuhl @mkalkuhl.bsky.social · 02/04/2025
1/ Discussions on weakening fleet standards or emission targets should account for the substantial geopolitical and #military #costs that EU's #oil consumption creates for the EU: central estimate is 37% for every Euro spent on oil. See policy brief & working paper: www.ifw-kiel.de/publications...
