SZ: Was meinen Sie damit?

Rehm: Reiche konsumieren viel schädlicher als der Rest der Gesellschaft, durch Yachten, Privatflugzeuge und mehrere Wohnsitze. Das sollte erschwert werden. Noch stärker ist der Einfluss über Geldanlage. Die reichsten 10% Deutschland verursachen über ihren Unternehmensbesitz 80 % der Emissionen, die durch Vermögen entstehen. Also die Emissionen, die Firmen verursachen,  wenn sie produzieren und Energie verbrauchen.  In der öffentlichen Debatte wird oft betont, dass sich die Mehrheit der Gesellschaft beim Konsum einschränken soll, um das Klima zu schützen. Genauso wichtig ist, dass Sektoren Emissionen senken, in der Energiegewinnung und der Autobranche, genauso wie in der Chemie oder beim Stahl. 

SZ: Außerdem heißt es oft, dass es eine Ungleichheit der Klimafolgen gibt.

Rehm: Natürlich. Nicht nur, weil Überschwemmungen und Dürren Menschen in ärmeren Ländern schneller treffen. Auch in Deutschland sind Ärmere stärker betroffen, weil sie in schlecht gedämmten Wohnungen leben, die im Winter zu kalt und im Sommer zu heiß sind. Oder weil ihre Häuser eher von Flutrisiken bedroht sind. Ich schlage einen positiven Zukunftsentwurf vor: Die Politik sollte eine klimafreundliche Grundversorgung für Mobilität, Nahrung und Wohnen schaffen. Etwa durch mehr öffentlichen Nahverkehr, geförderte Sozialwohnungen und eine Pflicht für Vermieter, Wohnungen gut zu isolieren. In Schweden emittiert der Wohnsektor insgesamt keine Emissionen mehr, da sollten wir hin.

Abstract
A common concern surrounding minimum wage policies is their impact on independent businesses, which are often feared to be less able to bear or pass on cost increases. We examine how these typically small and medium-size firms accommodate minimum wage increases along product and labor market margins using a matched owner-firm-worker panel data set drawn from the universe of U.S. tax records over a 10-year period, and using state minimum wage changes as identifying variation. We find that on average, firms in highly exposed industries do not substantially reduce employment-they do not lay off workers but moderately reduce part-time hiring. Instead, these firms are able to fully finance the new labor costs with new revenues, leaving average owner profits unchanged.
Higher wage floors, however, forestall entry, particularly for less productive firms, reducing the number of independent firms operating in these industries by roughly 2%. Yet these industries do not shrink; instead, incumbent responses and strong positive selection among entrants reshape industries that rely heavily on low-wage workers, yielding fewer but more productive firms after the cost shock.
We also take a worker-level perspective to examine how potentially vulnerable individuals are affected by minimum wage increases. Using panels of low-earning and young workers, we find that their average earnings rise substantially with the minimum wage, while they are no less likely to be employed. Finland has a goal to be net zero GHG emissions by 2035. Emissions were declining, the LULUCF removals were strong, the plan was looking good, but then LULUCF collapsed. Net GHG emissions have actually risen over the last decade! www.treasuryfinland.fi/investor-rel... 1/
