I looked it up and it's a Philly jawn. We had a cartoon host called Gene London on CBS. They teased us to watch for the ruby slippers at the end of the CBS broadcast. He was an artist and probably drew it. He had Margaret Hamilton and Ruby slippers on his daytime show. #svengoolie
