Was @drkeichhorn.bsky.social, @kubon.bsky.social & ich vom Referentenentwurf fürs #WissZeitVG halten. Spoiler: Überhaupt nichts. #IchBinHanna
Arbeitsverweigerung."

Politicized health emergencies and violent resistance against healthcare responders
Abstract. 2019 has been the most violent year on record for health workers in the Democratic Republic of the Congo. Attacks on healthcare coincided with th

9/ As the world responds to the current outbreak, we should remember that epidemic response is not only biomedical, it is deeply social and political. Protecting healthcare workers and containing outbreaks requires legitimacy, transparency, and trust built through inclusion rather than coercion.

Melanie Sauter @melinscribe.bsky.social · 26/05/2026
8/ Community engagement must happen from the start, not after resistance emerges. Local leaders, local languages, and local healthcare actors matter. Consistency matters too. When governments apply restrictive measures selectively or inconsistently, conspiracy theories thrive.

Melanie Sauter @melinscribe.bsky.social · 26/05/2026
7/ Security-heavy responses can backfire. Armed escorts, coercive enforcement, and top-down messaging may increase fear rather than trust, especially in conflict-affected regions.
100
Melanie Sauter @melinscribe.bsky.social · 26/05/2026
6/ Neutrality is more complicated than it appears. Attempting to remain “apolitical” can unintentionally align humanitarian responses with political power if organizations fail to acknowledge abuses or discriminatory policies.
100
Melanie Sauter @melinscribe.bsky.social · 26/05/2026
5/ Some important lessons that remain highly relevant today: Public health responses cannot be separated from politics and local grievances. Even technically sound interventions can fail if communities perceive them as discriminatory or externally imposed.
110
Melanie Sauter @melinscribe.bsky.social · 26/05/2026
4/ Communities that already felt marginalized began to see Ebola not only as a health crisis, but as a political tool. Once that happened, healthcare workers themselves became targets.

Melanie Sauter @melinscribe.bsky.social · 26/05/2026
3/ The turning point came when Ebola-affected opposition regions were excluded from the 2018 presidential elections under the justification of disease containment. Health measures became entangled with political exclusion, insecurity, and perceptions of repression.

Melanie Sauter @melinscribe.bsky.social · 26/05/2026
2/ During the previous outbreak, many international actors framed the violence against Ebola responders primarily as a problem of “community distrust” or insufficient community engagement. But my research found that distrust alone did not explain the sharp resistance against healthcare measures.

1/ With the DR Congo facing another Ebola outbreak, I’ve been reflecting on research I published on the 2018–2020 outbreak, one of the most violent public health emergencies for healthcare workers. Key lesson: Public health emergencies become far more dangerous when they are politicized.
