Housing Affordability
Strategy
New housing can make rents lower than they otherwise would have been. That is not the same as producing homes people can afford.I am a skeptic of filtering, the academic concept that (perhaps unfairly) often translates into: build a luxury condo unit here and, as a result, a poor person somewhere else gets a place to live.
I remember sitting through a lecture in graduate school, circa 2001, hearing this theory for the first time and thinking,
"This is total B.S." In fact, it discredited the professor and the entire course for me - that is how absurd I found it.
Yet, there is an entire set of people - advocates, academics, and policymakers
- that believe deeply in this concept.

Guy who has never been to New York City or the San Francisco Bay Area: rich people would NEVER move into modest homes built for the middle class.
Strong Towns screenshot: The household purchasing a luxury condominium was never going to occupy a 500-square-foot starter home. Building that starter home does not require waiting for anything to filter down. It creates the missing product directly.

On the one hand, we have a growing body of peer reviewed research on the price effects of new housing. On the other, we have a traffic engineer's gut instinct.
Where Filtering Is Insufficient

About a decade ago, I was in Portland getting a tour from city officials who were touting a major development around one of their transit stops. It ostensibly had everything: a farmer’s market, a hub for local restaurants, lots of housing and plenty of affordable housing, all within walking distance of a major transit stop. 

A delegation from the neighborhood joined me on the tour. Most of them were Black and significantly older than myself or the eager professionals giving us the tour. I sensed the skepticism and, in a moment of transition, I turned to one of them and discretely said, “This is all bullshit, isn’t it?” 

“Pretty much,” he shrugged back. The vision being presented was compelling for young professionals moving to Portland and seeking housing, but not so much for him and his neighbors.

This urban planning stuff is easy: make the street kinda skinny so drivers chill out, get rid of the front yards, let the houses touch, plant some trees on the sidewalks, and stripe a bike lane. Do all that, wait 25 years for everything to wear in a bit and boom: you have a pleasant neighborhood.

I could not disagree more strongly with this approach. Landmarking bars, clubs, dance studios, and poets’ homes locks the city in amber and blocks new housing, which makes it impossible for non-rich future young people to move to New York and contribute to the culture. Just lay a plaque!

While this column is kind of all over the place, “upzone so developers will build a lot of new housing and landlords will be forced to compete for tenants on price” is exactly what YIMBYism hopes to accomplish.
Most recently, a Council member
introduced legislation to upzone a large majority of his district, meaning that the density would be increased considerably. And since he flew the flag of affordable housing and it was, after all, his district, the bill passed, despite many of his constituents being against it.
One of the five at-large Council members walked the streets of downtown Nashville touting how the Council had recently passed legislation upzoning hundreds of square miles.
When pressed as to how developers could afford to build affordable housing, a former city official said that the developers would not be able to build affordable housing due to the cost of the infrastructure. When pressed, a sitting Council member who voted in favor of the upzoning admitted that the city would not be able to cover the expense of the infrastructure.
So, in fact, the bill did nothing to improve affordability.
Now, to the current situation. New apartment buildings have shaken the rental market, as the city has overbuilt. Many of the new buildings are offering as much as three months free rent in an effort to lure new tenants.
Investors who own older buildings are forced to lower rents and eat three months or more rent in order to rent their properties, and rental rates have fallen. If they have mortgages, they are in trouble.
Coupled with the highest rates since 2001, there is no reason for a person to buy a home when free rent is an option.

In that speech he made what I believe is the most damaging statement any political leader can make with regard to gay people and our marriages. When asked by Pastor Rick Warren to define marriage, Barack Obama answered, "I believe that marriage is the union between a man and a woman.
Now, for me as a Christian, it's also a sacred union. God is in the mix."

Exactly: people have no idea how hard people fought for things they take for granted or think of as an inconvenience.
That old saw about how "good times make weak men" is true in the sense that stable times with material abundance create reactionaries who want to destroy the systems that protect them because they're too sheltered and stupid to understand that things can get meaningfully worse.
