My hypothesis is that these findings reflect more of a threshold phenomenon in which you need to get a certain number of serotonin receptors activated and beyond that there’s no additional benefit.

Requested change: Decline to reimburse large commercial article processing charges and hybrid-journal fees that duplicate a subscription, rather than banning publication costs outright. Continue to allow the low-cost means of dissemination: repository and preprint deposit, data-archiving costs, and fees for nonprofit or society publication, and cap any allowable fee at the actual cost of dissemination. Reconcile §200.461 with the federal immediate-access mandate by allowing the open-access fee in the narrow cases where it is the only compliant route. And state expressly that proprietary research databases and data tools remain allowable, since they have no free substitute and the word “periodicals” should not be read to sweep them in.

RE: [200.340] Termination when priorities change.
Requested change: Limit termination to defined causes: noncompliance, fraud, or a documented failure to perform. If the rule retains a “termination for convenience” power, give it the safeguards that make the procurement version fair: reasonable notice, an orderly wind-down, and settlement of termination costs as an entitlement rather than a discretionary allowance weighed against the agency's own interest. And do not allow an award already under way to be terminated solely because priorities have changed.

Requested change: Keep merit review at the center of funding decisions. If a senior-appointee sign-off is retained for accountability, limit it to confirming legality and eligibility against a written, published standard, rather than re-scoring scientific merit. And require a written, reviewable reason for any decision that departs from the merit-review recommendation.

Going through an issue of the TLS from last December, I find a philosophy pun courtesy of Nigel Warburton that surely deserves wider currantsy.
Yet, although he imagined the possibility of a serious and good philosophical work told as a series of jokes, Wittgenstein didn’t think it should be a series of pithy sayings. He made this point with an aphorism: "Raisins may be the best part of a cake; but a bag of raisins is not better than a cake.” (We might call this Wittgenstein's “Critique of Pure Raisin”.)
