Sometimes cases are very straightforward (eg some of the early riot cases where the full offence was captured on video and guilt was immediately admitted). But the point is that unless you know what the evidence is, it’s hard to make an assessment. 12406

Footage from other sources (mobile phone recordings from witnesses, say). Witness statements. Interviews with suspects. Mobile phone reviews to establish fuller context (which can take months). Other evidential enquiries would need to be undertaken. And if they haven’t been, the CPS will tell the police to do it. 12558
