UBI and guaranteed job programs show promise—especially with AI looming | Economics for Inclusive Prosperity

Recent #BasicIncome #UBI and #JobGuarantee trials #JG show promise: both provide a buffer between people and abject poverty, but also level the playing field with employers, allowing workers to opt out of bad jobs and working conditions that companies would otherwise have no pressure to improve. 1/2

Universal basic income (#UBI) and job guarantee (#JG) programs are often pitted against one another but in reality they're actually very complementary and offer similar benefits to different people at difference stages of their lives, while leveling the playing field in the labor market. 1/2

Economist Lukas Lehner says research shows that universal basic income and job guarantee programs, often pitted against one another, actually work well together. Catch Lehner on the Economics for Inclusive Prosperity podcast Wednesday with co-host Suresh Naidu.

Labor market power comes from two sides: employers' buyer power and workers' power. Wages suffer most where employers dominate and workers are unorganized. Strong unions counteract but also suffer from employer power. Nice summary by @inetoxford.bsky.social of our work on #Walmart.

I remember how inspired I felt in 2020 when Economics for Inclusive Prosperity @econfip.bsky.social was launched and I had just started my PhD. I wouldn't have imagined being on their podcast a couple of years later with Suresh Naidu. Watch out for the episode on #JobGuarantee and #BasicIncome.

Happy to see our paper on dividend tax reforms out in Fiscal Studies (@theifs.bsky.social)! On a conceptual note, dividend tax is unusual among widely used taxes: it falls heavily on the top 1% (and barely at all on the bottom 90%), while still having the potential to raise substantial revenue 1/2

Long-term unemployment is a policy choice, not an individual failing. Evidence from the #Marienthal #JobGuarantee shows we can end it, and at a cost public budgets can afford. I am glad to see my work in this area recognized by the #WileyResearchHeroes Prize, in the Impact Beyond Academia category.
