Many were undocumented laborers sent to work every day with no special PPE, and got cancer as a result. Now some of those same people are living in fear of ICE. www.npr.org/2026/09/11/n...

At 880 Front St, San Diego, CA 92104, our federal building. People are kept in the basement, in cages, sleeping on the floor, with maybe yoga mats to sleep on and one of those silver emergency blankets. This space is not intended to house humans, but they are kept there, often overnight and longer.
This picture shows a 2 person protest in a tunnel-like space, which is actually where the second floor of the building crosses the street. Protesters are holding up signs saying, "You are walking over people", ICE, Humans in cages, and ICE is here. All the signs also have arrows pointing to where people are kept in cages before being taken to Otay Mesa Detention Center. This picture shows a 2 person protest in a tunnel-like space, which is actually where the second floor of the building crosses the street. Crazy Lady Syndrome
Digitally manipulated photograph of a torn blue paper circle on a white daisy-like flower with a yellow/brownish middle. The image is pixelated, going from the middle of the blue circle flower image down toward the right, toward another possible flower.People look at me like I’m crazy, as if I’m making things up when I tell them what I’ve been
witnessing and experiencing. I know I’m not.
I know the US Forest Service Law Enforcement Officer who pulled me over for an alleged traffic
violation on a freeway ramp in the high-desert area east of San Diego is working with the San
Diego County Sheriff’s, CBP, and ICE.
Then that story leads to another when they say it cannot be true; your car isn’t an immigrant’s
car. And I go into rescuing a car from an impound lot in Indio, CA, where cars are taken after
the occupants have been snatched up.
The person working at the lot took us into the yard and, once we were away from the white guy
inside, began to explain how all these cars, pickup trucks, and vans got there. BMWs, Sprinter
vans, Mercedes, etc., all there. Held for 30 days and then sold at auction.
I usually won’t go into how these people were taken because when I get into that………..
The technology is real, and they do listen to people’s calls while they are driving on the freeway,
including I-10 (Phoenix to LA) and I-8 (Phoenix to San Diego). I know this because this is where
I live, and we rescued a car for the family.
People still have no idea what is happening with mass deportation within our borders.
I tell the stories of these and other experiences and try not to take it personally that they think
I’m crazy or exaggerating.
It was both satisfying and heart-wrenching to drive up to LA recently and point out to the
others in the car. There’s someone being taken, there’s another person being taken, and then
another. I believe that if I hadn’t pointed it out, they would not have noticed.
My mental health is suffering; I’ve lost friends; I’m constantly on guard; I don’t trust law
enforcement; I’m tired.

It's been decades of tough-on-crime policies, mass incarceration & expanding surveillance. This is not working. We’ve criminalized poverty, addiction, mental illness, homelessness, and more. Safety comes from housing, healthcare, treatment, opportunity, and strong communities. Care prevents crime.
The circular donut diagram on the left illustrates the Root Causes of Crime in 3 sections. One section is Low income, Inadequate housing, and a lack of educational/employment opportunities. Another section is Loss of a family member (divorce, death, abandonment), Parental dysfunction (addiction, mental illness, criminal behavior), and Domestic violence, abuse, neglect. And the final section has Discrimination, Bullying, Addiction, and Disorders that affect impulsivity (e.g., FASD, ADHD, etc). This is an image of a detention/incarceration center. Jail cells are on the right, moving left, you see posts lined up on a concrete floor, holding up the next level of cells. Then, still moving left, with what looks like space for people, machines, etc., to move, and then a chain-link fence with some barred windows at maybe 8 feet up. There is also a chain-link above the area, which could be considered a hall?

This week, @sdcitycouncil.bsky.social positioned themselves as for community, libraries, parks & rec, arts & culture, and homelessness. But, will not decrease police funding and surveillance. Who is funding your political career? My final comments on Friday are pictured.
Good afternoon,

I’m Lori Lipsman, pronouns she/her, District 3 resident.

By the age of 12, I already understood how cruel and unequal this society could be. I grew up attending Hebrew school and listening to Holocaust survivors describe how they survived, who they lost, and what happens when governments decide some people matter less than others.

I recognize authoritarianism, dehumanization, and state violence when I see it.

Today, we are watching the militarization of our city expand while resources for care, housing, arts, libraries, parks, and human services are cut. Policing is not safety. Mass surveillance is not community care.

I have been in these chambers every day this week because this budget reflects political choices — and those choices will harm vulnerable people while protecting systems of punishment.

I have personally witnessed people pushed into incarceration, detention, and suffering because of racist and deeply unequal systems. One of those is my friend Tony, 40 years old and black, whose life spiraled from an SDPD stop for not having a bike light, into ICE detention.

You are our last local line of defense against the cruelty coming from Washington.

Do not increase police funding and invest in people.

Also, end the strong mayor form of governance.

Thank you.
