Ballpark flat tax numbers: a fiscally neutral income tax flat tax would be about 25% - i.e. 5% increase in basic rate, 15% cut in higher rate. So the average earner would pay about £1,200 more tax/year. Someone on £100k would pay £5k less. Someone on £200k, £30k less.

I think the issue about retaining the sub judgments is that we will be having a whole new process for inspection which will take sometime to develop - so short term retention of the framework is seen as necessary. But we’re on right trajectory now.

So many heads in the past told me: “right judgement, wrong route to getting there”. The sub judgements are so unreliable and now they will be closely interrogated.

Good to see the end of Ofsted's Overall Grade but the same issues of reliability & validity which make the overall grade utter nonsense also apply to section/sub-grades. The best Ofsted can reasonably be required to do is offer a nuanced narrative of what they saw/think.

Losing Ofsted single word/phrase judgements is a champagne moment for all those, like Headteachers’Roundtable, who have campaigned for this very thing. More Ofsted reform is needed but Rome was not built in a day.
