it's the difference between how they're gonna use it vs how similar parts are normally used no-one thinks of a building as opex, but gets depreciated anyway normally no one thinks of a computer as opex -- but if you run it for mining? yeah not the same similarly, an SSD has an expected lifetime

dunno, donation-wiser France did some real good -- note that they donated materiel and sold other at true-value, unlike the USA which sold old stuff [like an M1A1 tank from the 80s] at replacement price [the M1A1-B2 off the factory floor which replaced the donated tank] many don't account for this

yeh, kinda true; ideally they'd run punitive taxation on them too... but recently who was it, France? that's the bit I don't get, gotta pass wealth taxes if they're selling golden visas: tax 5yrs before allowing naturalisation. and it's a massive drain on the finances backing the war

mind that there's no real nuclear in the pipeline: folks quite literally have forgotten how to construct -- in the sense there's no industry to build anything beyond replacement parts and that's before you get into the politics that no one wants nuclear in their backyard anyway, nor defend it
