Why it matters
The Russia-North Korea relationship is increasingly a two-way military exchange. If Kyiv's account is accurate, Pyongyang is receiving technology it can use beyond the war in Ukraine, while Moscow gains personnel and another source of drone production.
Today's attack also sharpens Ukraine's immediate air defense problem. Zelenskyy put the day's overall drone interception rate at 70%, but said the rate against jet-powered drones was just 57%. As winter approaches, European foreign policy chief Kaja Kallas is calling on countries with Patriot interceptors in their stocks to provide them to Ukraine.
