In late March, at the height of the Iran war, Israel quietly approved more settlements in the Israeli-occupied West Bank than it ever had at one time.
Staff members at the United States Embassy in Jerusalem saw the move as potentially flouting one of President Trump's explicit red lines for Israel - no annexation of the West Bank - and drafted an urgent report intended for policy makers in Washington.
That memo never reached Washington. It was quashed by David Milstein, a top aide to Ambassador Mike Huckabee, according to three U.S. officials briefed on the process.
This was no isolated incident.
Since taking up his post in April 2025, Mr. Milstein, 36, has repeatedly suppressed or significantly revised embassy reporting on Israeli activities to present the Netanyahu government in a favorable light, according to a dozen people who work with or interact with Mr. Milstein in both Jerusalem and Washington:
• As settler violence in the West Bank surged in the spring, for instance, he stymied embassy reporting suggesting that the Israeli government was failing to take action, according to the three officials. Instead the embassy sent a cable to Washington, viewed by The New York Times, praising Israel for "cracking down" on the attacks.
• When members of Congress pushed for accountability over the killings of nine Palestinian Americans by Israeli settlers and security forces, he suppressed a detailed report that the embassy staff had written, effectively stonewalling lawmakers' efforts to gain information, according to multiple officials briefed on the matter.

Mr. Milstein rewrote the cable to declare GHF's operation a success while overlooking the mass casualties, according to people who saw the cable and were briefed on the editing process.
Troubled by glaring discrepancies between news coverage and the embassy's official reports, White House and State Department officials seeking a clearer picture of events bypassed standard channels at least twice to communicate directly with embassy staff, according to two officials briefed on the outreach and an internal communication from late this summer seen by The Times.
Veteran American diplomats said that withholding or twisting the information sent to Washington should raise serious concerns.
"The embassy ought to tell Washington everything — the good, the bad and the ugly," said Dan Kurtzer, who was the U.S. ambassador to Israel under President George W. Bush. "If they're not doing so, they are damaging the policy-making process and possibly undermining the president's policies."
Mr. Milstein also questioned several colleagues on whether they were "pro-Israel" or "pro-Hamas," according to four officials, who found the question inappropriate and said it made some people fearful of speaking freely.

Asking Americans about white nationalism
We expected many Americans would be unfamiliar with the term “white nationalism,” so we defined it for survey respondents with a brief statement covering the movement’s major tenets: the purported need to maintain a white majority in the U.S., claims about the superiority of white culture, and calls for white people to hold more political and economic power than other groups. We measured endorsement of the movement’s ideology, not participation in the movement itself or approval of its tactics.

We randomly varied whether respondents saw the description before or after we asked whether they supported the white nationalist movement. Overall, nearly 5% of white adults – about 1 in 20 – said they did.

Those asked the question before seeing the description were less likely to express support at first, but their reported support rose after they read it. Along with several tests for possible response bias, this suggests that 5% is a reasonable lower-bound estimate of the true level of support.

Whether 1 in 20 white adults is a high or low number is a matter of interpretation. For context, it’s roughly the same as the share of American adults who identify as vegetarian or vegan.

Young white men

A number that jumped out to us was the share of white men under age 30 who support white nationalism: just over 13%, or about 1 in 7. This was more than twice the level of support for white nationalism among women in this age group: 6%. Endorsement of white nationalism among men significantly declined by age: Only 2% of white men age 65 and over registered support.

That count covers only those whose identities have been confirmed. The fate of dozens more detainees from Gaza remains unknown due to enforced disappearance.

The report documents an escalating system of arrest, torture, starvation and denial of medical care that has led to killings inside prisons and camps. It also found:

➤ More than 26,000 arrests in the West Bank, including Jerusalem
➤ More than 800 women and 2,000 children arrested
➤ More than 3,100 Palestinians held in administrative detention without charge or trial, and 1,419 held as "unlawful combatants"
➤ Israel is holding the bodies of 100 Palestinians who died in custody

The groups also pointed to Israel's approval of a law allowing the execution of Palestinian prisoners, and to the growing use of "incitement" charges to arrest Palestinians over their speech, which they say has created a climate of fear and self-censorship.

With no independent oversight and the Red Cross still barred from visiting prisoners, the report says what is happening inside Israel's prisons "cannot be separated from the genocide."
