The Vibes are ... a given political elite’s theory of public opinion. This theory provides some information about public opinion, when the political elite is not completely disconnected from it. It usually provides much more information about the beliefs and ideology of the relevant political elite

Transferring vast sums of money to a so-called "department of war" to do infectious-disease related work doesn't exactly assuage anyone's fears about bioweapons now does it?
The senior NIH official said the new arrangement would untangle civilian public-health initiatives from defence priorities. “We’re trying to get research that’s more Department of War-related back to Department of War,” the official said. “When the public hears that NIAID funds biodefence, they think we’re developing bioweapons, and we’re trying to get out of that business.”

Yes this has been the main thing that has utterly put me off the populist wing of the left, their embrace of anti-tax sloponomics. (Of course they say they are not this since they want to "tax the rich" but always so defined as to exclude most people.) Libertarians waving red flags, hate it so much.

HG Wells is alleged to have remarked "Every time I see an adult on a bicycle, I no longer despair for the future of the human race”. You could see this shocking chart as an index of civilisation. A country which gets this issue so badly wrong is likely to fail in many other ways.

The main issue in your response seems to be with the governments people vote for rather than anything else, and I can’t help you there, sorry. But there 100% needs to be more fluidity between local and central gov across policies. Even China does this well compared to the UK.
