General Keith Ellison, filed its Complaint and accompanying motion for a temporary restraining order. Minnesota argues that absent injunctive relief, Castro "may be eligible for release from custody as soon as August 26, 2026L,J" and that following such release, Castro may flee to Mexico, where "it may take months or even many years for the extradition request to be heard by the [Mexican] courts and for the executive authority [in Mexico] to make a surrender decision."
