The gap between the support low-income private tenants can get and market rents in their area has now reached 21%. It's approaching the record gap of 23% when support was last increased in 2024, but the government has given no plans to increase support until 2030.

The latest data shows that rent inflation ticked up too. The average private rent in the UK increased by 3.7 per cent in the 12 months to July, slightly above the rate for June of 3.3 per cent.

Then there are those falling deeper into debt as incomes can't stretch to cover essential outgoings, even after debt advice. The UC private renters we help with debt are more likely to be in a negative budget than not. Their budget deficits are also 4x deeper than in 19/20

Then there are many plugging the growing gap between rents and frozen support by cutting back and going without. On our frontline, this looks like more people relying on foodbanks. Last year, we helped 79% more private renters with UC housing element issues access food banks than in 21/22

Households unable to keep up with the pressure of spiralling rents are facing housing insecurity. Across the country, 21% of UC private renters have rent arrears. Of these, 1 in 4 had landlords take action as a result - threatening eviction, issuing eviction notices, using tenancy break clauses.

We’re seeing living standards decline + financial resilience erode: we refer 1 in 4 people we help with low LHA to charitable support + food banks. This needs to change. To stop rent eating bigger holes into people’s budgets, LHA / housing costs support must be permanently re-linked to real rents.

Households are also missing out on a lot of support, compared to if local housing allowance / LHA had increased as designed. Those entitled to max support for 1 beds are missing out an average £100/month. That’s ~1/2 a month’s groceries for the single UC private renters we help with debt.

Through our frontline services, we see the 5 week wait lead to hardship all the time. For Alara*, UC deductions made it difficult to provide for her daughter + were a barrier to work. Like Alara*, 69% of those we helped w/ deductions caused by the 5WW this year also needed a foodbank referral.

The 5 week wait is a fundamental problem w/ UC, catching many between a rock + a hard place: • Either struggling to afford essentials waiting for the 1st payment • Or taking out a DWP loan to make ends meet, leaving households w/ even less UC income as the loan's repaid through monthly deductions

The government's concessions on disability benefits cuts are a good start but do nothing to help those who will need disability benefits in the future. Anyone can become disabled at any time and future claimants are no less deserving of support than existing claimants

Changes to UCPIP bill are result of campaigners & disabled people speaking out about the profound harm the govt was about to inflict. However, the bill remains illogical & inherently unfair. The govt should pause & come back with meaningful reform if serious about “fixing the foundations”.
