The part on pardons as showing a lack of trust in institutions I found convincing (no need for them with trust in institutions, checks & balances?). However, the bi-partisan blame seems a very conscious choice. Is it out of conviction, signalling historical distance or to achieve bi-partisan appeal?

Meinem Gefühl nach sind Medien oft schlecht darin, sich entwickelnde Ereignisse angemessen zu greifen. Wenn zahlreiche kleine Bausteine ein großes Bild ergeben, wird das unmittelbar oft verpasst. Beispiel hybrider Krieg zB in der Ostsee. Viele kleine Einschläge, die man in Zusammenhang setzen muss

The EU CBAM methodology implicitly has the assumption that the world follows the EU's carbon pricing & CBAM approach. A long list of EU ETS experts, incl. @karstenneuhoff.bsky.social, Misato Sato, @philippequirion.bsky.social, & many more argue for a complementary instrument if that's not the case.

Ich kann mir vorstellen, dass Supermärkte mit Schnellladesäulen in Städten da ne wichtige Rolle spielen werden. Häufigkeit (1-2x die Woche) plus Aufenthaltsdauer (30min+, aber nicht mehrstündig) passen ganz gut zum Ladebedarf, und guter Ladesäulenauslastung.

Cook Island flag oil tanker Eagle S lost 25% of her speed minutes before she crossed the broken cable Estlink2. She crossed at 10:26Z, ie the time of cable fault. She proceeded at affected speed til she reached shallow waters, where she lost all momentum. After some maneuvers she regained speed.

3) A tender mechanism that is open & focused on all energy-intensive industries (instead of energy carriers). And which has the option to use bid levelling parameters to let sectors with different costs compete head-to-head, & thus achieve a more comprehensive coverage of sectors at lower costs. 4/6

1) Two-sided contracts that cover both carbon price, and energy price movements address the currently existing investment risk barrier – these price risks matter as this is where most of the cost and risks of clean energy-intensive industrial processes lie. 2/6

I saw that some time ago. I could never quite decide whether this was tongue-in-cheeck, or somebody confusing what's sometimes seen as relevant in twitter debates, with what either state-of-art academia, system planners, or individual investors do, when selecting technologies in power systems.

Schöner Artikel! Aber: ich sehe die ungleichen Verteilnetzentgelte nicht als ursächlich für die Debatte um Strompreiszonen an (das wären aus meiner Sicht z.B. 70%-Regel und eff. Engpassbewirtschaftung). Insofern frage ich mich ob die Motivation hier wirklich die Rettung der Gebotszone war.

Indeed interesting! Slightly surprising that they don't mention the option of a consumption tax combined with free allocation - which has a lot of similarities with their proposal in its simplicity, avoidance of resource shuffling, etc & has been mentioned in Böhringer's review (who they cite).

Danke für die Antwort (Thread war auch nicht als Kritik an deinem gemeint, sondern eher über den Gesamtstand der Debatte). BEHG beibehalten ist eine Option (war mit überlagernden ETS gemeint). Spannend ist m.e., dass es kaum Möglichkeiten gibt national mit CO2 Preise die Ambition im ETS1 zu heben.

Es gibt auch viele Gründe (von Inkompletten Märkten, über Commitment Probleme, Big Push etc.) von einem ETS-Only-Ansatz abzuweichen (weiterhin mit Preisen als zentralem Pfeiler). Ich würde es daher höchst problematisch finden wenn die 60 Milliarden einfach in der Klimapolitik gekürzt werden. 11/

Grundsätzlich scheinen mir die Verteilungsströme von CO2-Preisen in einem weitgehend fossilen System deutlich größer, als in einem Mix mit ETS, Subventionen& Ordnungsrecht, da die letzteren nur Investitionsbezogen auftreten, und dementsprechend leichter zielgerichtet sein können. 10/

Bei Preisen von mehreren 100 Euro/tonneCO2 fliegen einem dann m.e. auch ausgeklügelte Klimageld-Systeme die horizontale Verteilungseffekte adressieren wollen, leicht um die Ohren, und kleine Bemessungsgrundlagen-Unterschiede führen zu arbiträrer Umverteilung. 9/

Anderseits sind m.e. soziale Verteilungsfragen auch mit den existierenden Klima-Geld-Vorschlägen in einem ETS-Only nicht hinreichend gelöst. Politisch wird es nicht klappen wenn es (zuviele) Verlierer unter Schlechtgestellten & soziale Verwerfungen gibt. 8/

Wenn müssten höhere BEHG-Preise auch im ETS2 weiter in Erwartung wirken um Investitionen auszulösen (entweder über überlagernden ETS oder Mindestpreis?). Wenn die 45 Euro als Preisdeckel (auch nur soft) gesetzt sind, wird das Preisniveau in Erwartung im ETS2 vmtl. nicht alleine ausreichen 7/

Zu den ETS2 Sektoren: hier sind national höhere CO2 Preise eher möglich als im ETS1. Aber trotzdem gibt es Herausforderungen. Einerseits in der Unsicherheit wie der Übergang von BEHG zu ETS2 realisiert wird, und wie die Preise im ETS2 ausfallen. 6/

Eine Möglichkeit wäre CO2 Preise auf der Konsumseite durch eine Konsumabgabe (z.B. auf Tonnen Stahl) zu stärken (EU Lösung wäre besser). Denn wg. des int. Wettbewerbes schlagen CO2 Preise kaum auf Materalien (wie Stahl) durch. Das würde auch Gelder für Ausgaben schaffen. www.diw.de/documents/pu...

Zu den ETS1 Sektoren: da halte ich eine signifikante Erhöhung der Ambition (z.b. über Mindestpreis) für quasi ausgeschlossen, da sich aufgrund des Handels von Industriegütern und Strom sofort große Handelsnachteile in der EU ergeben (nicht umsonst führt die EU gerade ggü extern einen CBAM ein). 4/

Wir haben ja mind. 2 CO2-Preise, und die haben m.E. jeweils ihre eigene Herausforderung einer nationalen Stärkung. Einmal den ETS1 der Industrie& Stromerzeugung (und weiteres) umfasst. Aus dem KTF fallen in den Bereich u.a. KSVs/CCfDs & Abschaffung der EEG Umlage. 2/

Was aus meiner Sicht fehlt sind konkrete Vorschläge einer Stärkung der CO2 Bepreisung (&Ambition), die ja vielfach wie hier ins Spiel gebracht wird. Ich interpretiere das allg. so das diese Stärkung national gefordert wird. Denn EU-weit ist die Verhandlung ja gerade erst vorbei. (Drüko wg Länge )1/

Bin mir nicht sicher, ist eher eine rechtliche als ökonomische Frage (allerdings stimmt es nicht hoffnungsvoll das selbst die Mehrwertsteuer nicht erhoben wird, s.h. Link). Als Laie würde ich denken, dass der Verkäufer des Fluges abgabepflichtig sein müsste, sobald ein Flug aus der EU bezahlt wird.

Das ist offensichtlich ein Problem für die EU Drehkreuze& Fluggesellschaften, aber (c.p. Flugzeugmodelle etc) auch schlecht fürs Klima. Ggf. Ist eine Konsumabgabe (z.b. erhebbar bei Verkauf mit standardisierten Km-Emissionen über Gesamtflug) ein alt. Ansatz. Kenne mich in dem Sektor aber nicht aus.

Popularität ist m.e. nur eins der Probleme. Carbon Leakage das denke ich wichtigere. Reguliert werden können (vermutlich? Das ist ihr Metier) nur Flüge mit Start oder Endpunkt in der EU. D.h. Langstreckenflüge mit Stopp in z.B. London, Istanbul oder Qatar wären deutlich günstiger als Direktflüge.
