It's not that they don't apply--the state has to have a 24/7 program to be applicable which only a few have. But, you are correct, it's such a small grant program that there's not a big incentive to apply especially with so much administrative paperwork and reporting required.

Well, if they are blocking an interstate there will definitely be a large police response/presence and there's the potential for injury so I'd expect EMS. Given all the issues with the Gaza protests, I don't see how you can avoid having a law enforcement presence.

I will also add that just because enforcement may increase, it doesn't mean all the other steps that you and other academics advocate should cease. Better use of technology, more focus on safer infrastructure and support for EMS must also continue.
