I could get deeper into it, but I think that if you would read something aloud with a dramatic pause for effect that is where you should have an em-dash. He is your friend who lives for drama.

The primary purpose of em-dashes is to connect clauses in a DRAMATIC fashion, particularly in ways to highlight that a clause is more important than other clauses that may be connected using commas. Em-dashes can also be used to show abrupt changes or enjambments in writing.

The first thing that commas can do is they can work with a coordinating conjunction (FANBOYS - For, And, Nor, But, Or, Yet, and So) to combine two independent clauses. Basically, it can smush two or more sentences together with the right words.

There is one secret thing that commas can do in an EXTREMELY SPECIFIC CIRCUMSTANCE. If you have two (or more) independent clauses that are connected with a semicolon AND they use the SAME LINKING verb for their predicates you can do this:

This is good news. And no, poor families do NOT have to have Netflix to access Sesame Street. Netflix will release episodes to PBS the *same day* they drop on Netflix, which is significantly better than the prior deal with HBO, which delayed episodes for 9 MONTHS before porting them over to PBS.

"Okay. You ready to try again?" Steve asks, watching Eddie. "So, sip, and then you hold it," He pauses, just to make sure Eddie's following.

"And then you swallow."

And he is following. He's following perfectly, with his pretty, plush mouth. He has a slightly thicker top lip with a cupid's bow that would look more pronounced if it didn't melt into the softness of his lip. It suits him.

Have I ever written that? Steve asks himself. Have I ever written someone with a slightly thicker top lip? I should write that.

"And now you know how to drink wine."

He realises that he's still watching Eddie's mouth.
